SHIFT SUPERVISOR / SITE DIRECTOR ACTIONS' i

l I. PURPOSE To provide a procedure which delineates the duties, responsibilities and actions of the Shift' Supervisor or Site Director. These actions are applicable when either the Operating Shift Supervisor or a reporting staff member is functioning as the Site Director. The checklist outlined in Appendix 1 provides the basis for an Innediate Actions booklet for the Shift Supervisor's use. ,

V. PROCEDURE

11. Once any part of this conference is established, pass any data '

requested by the parties on the line. Instruct Control Room Data Collectc to obtain requested data on FC-194 and/or FC-197 forms, then read this data over conference line. Update' data-and repeat data transmission every 15 minutes or as directed by personnel on conference .line.

12. You will be relieved of making certain notification calls as soon as required positions are manned, or facilities are activated.

This is summarized as follows:

a. State Updates: Once Dose Assessment is performed'in the TSC or EOF, update will be handled via computer / phone modem system FAX Network, or CDP Network from those facilities,
b. NRC Updates: Once TSC Communicator position is manned in the-TSC, they may take over communication on :ne ENS (Red) pnone.

Until then, Control Room personnel must man that phone as requested by NRC, '

I. PURPOSE To establish an environmental monitoring program following an accident to determine radiological dose assessment and convey this information to the state,'the federal, and the local Agencies responding to the emergency.

II. PRERE0VISITES A. Emergency Operations Facility has been activated per EPIP-EOF-1.

B._ Prior to sample collection, check with the Emergency Coordinator i who will-determine if it is safe to enter the affected area.

5. Estimate the thickness and depth of the snow layer collected. Record in Taole EOF 8.1.

Activation of the Emergency Recovery Organization

1. PURPOSE This procedure provides the instruction for activating the Emergency Recovery Organization members who are not previously contacted per EPIP-OSC-2. l II. PREREQUISITE A. Notification per EPIP-OSC-2 is in progress or has been completed.

B. Positions not called per EPIP-OSC-E are activated when:

1. The emergency has been elevated to a Site Area or General emergency classification.
2. The Recovery Manager and the Site Director agree that certain positions should be activated.

III. PRECAUTIONS None IV. PROCEDURE

1. Notify OPPD management for all emergencies by the programmed method detailed in Figure F-1 of the Emergency Plan. Notification is originated by Fort Calhoun Station Shift Super. visor to the Plant Manager or his designee who contacts the management officer

1. Upon notification of Emergency Recovery Organization activation, the EOF Administration Supervisor will report to the assigned location listed in Section B of this Appendix and inform the Administrative Logistic Manager of his/her presence.

g, c. Ensures the EOF Communicator provides telephone conference communications between the FCS Control Room, TSC, EOF and state C(

and county E0C's.

d. Ensures NRC Licensing Division is contacted as needed for licensing discussions,
e. Ensures current information is posted at required intervals on the two status boards.
f. Coordinates with the Security Coordinator to provide security forces for the EOF.
g. Provides direction and control for the' security guard concerning building access and personnel.
