p FORT CALHOUN STATION TRAINING AND QUALIFICATION PLAN REVISION 5 CHANGE A i

EXPLANATION OF CHANGES l

The Fort Calhoun Station (FCS) Training and Qualification Plan (T&QP) Revision 5 was submitted to the Nuclear Regulatory Commission on November 7,1996, under the provisions of 10 CFR 50.54(p). Review by Region IV determined the T&QP change appeared to be inconsistent with the criteria of 10 CFR 50.54(p). The change was referred to the Office of Nuclear Reactor Regulations.

The apparent inconsistency involved a change to the first sentence of paragraph 1.5 which states " Nuclear Security Officers must pass a physical examination annually." This change substituted Nuclear Security Officer for Nuclear Officer and no other words in the sentence were citered. The reviewer felt by changing Nuclear Officer to Nuclear Security Officer the use of the t:rm " Nuclear Security Officer" could allow for the possibility that an Armed Nuclear Officer would not be required to pass an annual physical examination as required by 10 CFR Part 73, l

Appendix B.

l Although this interpretathn is contrary to the intent of Revision 5, in order to clarify our commitment that all armed security personnel and alarm station operators shall pass an annual i

physical examination, Change A to Revision 5 was initiated. In Changc A, the first sentence in the part..;aph was changed to read " Armed Nuclear Officers and CAS/SAS Operators must j

pass e nysical examination annually."
