 ;                                   I.      PURPOSE This procedure provides detailed instructions for the decontamination and control'of areas and equipment within the site boundary. These instructions provide unconditional release and waste disposal methods during post accident recovery,                                                                                                               i j                                     II. V. PROCEDURE

1. Control access to contaminated areas and post in accordance with the Radiation Protection Manual. -

2. Maintain daily radiological surveys of potable water and food supplies consumed on-site by emergency workers while smearable contamination exists outside the normal radiologically controlled area. l 4

3. Site Area Contamination Control: -

M (a) Unconditionally release all areas and equipment which

are less than 220 dpm/100 cm2 removable alpha contamination 2200 dpm/100 cma removable beta, gamma contamination 1.5 millirem / hour fixed contamination.

NOTE: Contamination control criteria may be adjusted based on professional radiological evaluation by the recovery organization support personnel and guidance provided in the final issuance of ANSI-N13.12.

4. Plant Area Contamination Control:

(a) Decontaminate and control areas outside the plant immediately. (b) Decontaminate areas within the plant imediately where emergency workers are assembled and performing long term assignments. Respiratory protection equipment must be worn in accordance with the Radiation Protection Manual until areas are decontaminated satisfactorily. (c) Priority decontamination will be the Control Room / Operation Support Center, first; Technical Support Center, second; and Security Guard Center, third. The Containment Building is the lowest priority and will not be attempted under this procedure. An in-depth evaluation will be completed prior to entrance and decontamination of this structure. (d) Liquid wastes collected during decontamination will be processed using the plant radwaste system.

5. Site Equipment Contamination Control (a) Equipment, such as vehicles, normally stored outside the plant buildings should be surveyed and decontaminated.

Nomal decontamination procedure of wiping, vacuuming or water spray should be perfomed, dependent on the magnitude and type of the contaminant. (b) Vehicles leaving the site will be monitored and decontaminated to levels below Section IV.3(1). Emergency vehicles on lifesaving missions will not be delayed for decontamination when leaving the site. . (c) Large equipment on site which is contaminated, but not 4 required for emergency recovery, will nomally be covered with plastic. film to contain loose contamination.

STATEMENT OF PCLICY Omaha Public Power District has a policy of full disclosure and will provide the public with accurate, prompt, and significant information,. either. written or spoken, concerning any emergency at Fort Calhoun Station. In the implementation of this policy, the District will communicate with the public via telephone, radio, newspaper, tel* vision and written 1 l , correspondence; with its employees by means of telephone and/or.in-house publications; and witit the news media by means of written materials, briefings, telecasts, radio broadcasts, lectures, conferences, and telephone. Omaha Public Power District is responsible for supplying the public with accurate and timely information on the status of the plant. Recommendations or directives to the public for protective actions, including evacuation, are the responsibilities of county and state officials. To ensure an accurate

and consistent information flow, the District will coordinate' release of all information with the responsible state and local officials. If the emergency warrants, the District will utilize the Omaha-Douglas Emergency Operations Center located in the Omaha-Douglas Civic Canter,18th and Farnam Streets, as a Media Release Center. EP 8 P.-P I-1 . II. CLASSIFICATION OF EMERGENCIES The Nuclear Regulatory Comission lists four classifications of emergencies. In sumary, the classifications are:

1. Notification of Unusual Event Events are in progress or have occurred which indicate a potential degradation of the level of safety of the plant. The nature of these events may be of concern, but is below the threshold for emergencies which require imediate notification of the news media. l
2. Alert l
                                                      ' Events have occurred or are in progress which involve actual or potential substantial degradation of the level of plant safety.                       .

3. Site Area Emergency l Events have occurred or are in progress which involve actual or likely major failures of plant functions needed for the protection of the public.
4. General Emergency Events have occur. red or are in progress which involve actual or ^

iminent substantial core degradation with potential for loss of containment integrity. The Plant Manager, Fort Calhoun . Station,.or his designee, will notify the Media Release Center Director (Division Manager - Corporate.Comunications), or his designee, of any emergency at the nuclear plant. The Media Release Center Director, or his designee, will then initiate implementation of this Crisis Comunications Plan. ISSUED

Upon notification that an emergency condition exists at Fort Calhoun Station, Corporate Comunications personnel will take appropriate action in accordance with the incident classification as follows: A. Notification of Unusual Event

1. EOF Information Soecialist
a. Upon notification of an unusual event, report to North Omaha Emergency Operations Facility (E0F).
b. Establish comunications with plant management and gather infonnation pertaining' to the incident.
c. Relay information to the Media Release Center Director (Division l Manager - Corporate Communications) or his designee in the Division Information Office as it develops, updating regularly.
d. Assist with news release preparation'and/or media notification if so directed.
2. Media Release Center Director (Division Manager - Corporate Comunications)
a. Establish comunications with the E0F Information Specialist'

{ b. and the Corporate Spokesperson. Evaluate information in accordance with Appendix H and determine whether either imediate media notification or news release at closecut is warranted.

c. Brief the Corporate Spokesperson.
d. Keep Senior Management informed.

B. Alert

1. Media Release Center Director (Division Manager - Corporate Communications) l l
a. Establish comunications with the EOF Information Specialist,
b. Ensure Division Information Office is staffed to handle media inquiries.
c. Determine whether immediate media notification is warranted.

1. The E0F Information Specialist and the EOF Technical Liaison assigned to the Emergency Operations Facility will work together as a team. A dedicated telephone line and another ifne equipped with telecopier facilities connect them with the Media Release Center.
2. As often as required, and at least hourly, they will gather updated plant i information. They will verify this infomation with the Recovery Manager i and then transmit it, either verbally or by telecopier, to the Media Release Center. A copy will also be provided to information officers of other agencies at the EOF site.
3. This EOF information team may also record interviews and t stements of plant recovery officials and transmit them to the Media Release center for review and release.

1. If you are outdoors, go inside insnediately. Once indoors, close all windows and doors. Turn off fans, air conditioning, and close any other air intakes.
2. If you have come in from outside, wash your hands and face as a minimum, particularly before handling or eating any food. If possible, take a shower

using cool or lukewarm water. Wash any items of clothing you were wearing - outside. ,

3. Cover all "open" food containers.
4. Do not use your telephone unless it is absolutely necessary. Keep phone lines open for emergencies. -
5. Stay sheltered until you receive official notice that-it is safe to go out.

Here are some vecific evacuation instructions.

1. Remain calm. You're far more likely to be hurt acting in haste than you are by radioactivity.

2. Gather together personal items you may need: soap and towels, shaving articles, toothpaste and toothbrush, toilet paper, sanitary supplies. -

eyeglasses, dentures, credit cards, baby foods, disposable diapers. You may also have use for other supplies such as a portable radio, flashlight, batteries, and plastic or paper bags. . c.

3. Do not forget prescription medicines and other medical supplies.
4. Provide for pets and livestock, sheltering them with food and water where possible.
5. Before leaving your home, shut off all appliances and lock all doors and windows.

Because of the nuclear power plant incident now underway,-state health officials are considering the use of a protective drug, potassium iodide. In a radiation emergency, radioactive iodine could be released into the air. Potassium iodide, which is a fonn of iodine, can help protect you. It works this way. Certain forms of iodine help your thyroid gland work properly. Most people get the iodine they need from foods, like iodized salt or

                    ,      fish. The thyroid can store or hold only a certain amount of iodine. If you take potassium iodide, it will fill up your thyroid. This reduces the chance that harmful radioactive iodine will enter into the thyroid gland.

h.I Any distribution of this prescription to either emergency workers or to members of the general public will be by state and/or local officials only and will be strictly ontrolled. You should take potassium iodide only when public health officials tell you to. , If you are told to take this medicine, take it one time every 24 hours, following directions carefully. Do not take it more often. More will not help you, and it may increase the risk of side effects. Do not take this drug if you know you are allergic to iodide. Should you experience side effects or an allergic reaction, stop taking potassium iodide and call a doctor or public health authority for instructions.

Because of the nuclear power plant incident now underway, state health officials are advising affected citizens to improvise respiratory protective l devices. Such devices can be helpful in protecting against airborne solid particulates. A man's cotton handkerchief can be an effective filtration device. The handkerchief should be dry, folded three times, and placed over the mouth and nos'e. A dry bath towel, folded in two layers, is almost as effective. . Of course, the total effectiveness of such devices depends on a conscien-
