EMERGENCY PLAN IMPLEMENTING PROCEDURE EPIP-OSC-2 Emergency Plan Activation and Notifications I.
PURPOSE This procedure provides the instruction to be followed by the Shift Supervisor or his designee when an emergency occurs that requires initiation of the emergency plan.
II. PREREOUISITE 1.
The emergency has been classified in accordance with EPIP-OSC-1.
2.
Initial actions to ensure the plant is in a safe condition have been taken.
3.
A completed " Initial Response Organization Call List" (Attachment 3),
is available in the N.O. Station's Shift Supervisors Office, Systems Operations dispatcher 43rd Street Dispatch, Fort Calhoun Station Control Room and all Emergency Team TAG No. 1 personnel.
II. PRECAUTIONS 1.
All significant events and actions shall be logged in the Operations Log Book.
2.
The person relieving the Shift Supervisor as Site Director shall be fully briefed prior to assuming responsibility.
3.
The "Init'ial Response Organization Call List" is latest revision.

V. PROCEDURE
1.
Notification of Unusual Event Classification A.
The Shift Supervisor or his designee shall perform the following:
1.
Notify plant personnel by announcing the classification condition twice over the Gaitronic system.

Initiate the " Initial Response Organization Call List" by '
calling the North Omaha Shift Supervisor, alternate locations are Systems Operations dispatcher and 43rd. Report what classification is declared, and request extra personnel needed.
(see Call List for required persor.nel). That station will complete notifications on the call list up through the ET TAG No. 1.
The ET TAG No.1 person (s) will assume the duty of continuing the call list notifications until complete for the applicable Emergency classification.
3.
Notify State / Agencies:
a.
Provide initial notification within 15 minutes to the Nebraska State Civil Defense Agency and Iowa.0ffice of Disaster Services via the Conference Operations (COP)
Network. Complete the form shown in Attachment 1 of this procedure for any and all emergency classifications.
This form is titled Nuclear Power Plant Incident Initial Report to Offsite Government Agencies.
b.
The telephone and NAWAS may be used as alternate methods of notification. See Attachment 3 of EPIP-OSC-15 for additional requirements when these are used.
4.
Notify the NRC Operation Center via the ENS (Red Telephone) m, immediately after State Notification, NOT to exceed I hour 1

after classification. (Refer to OPPD Standing Order R-11).
Backup telephone numbers are on the red telephones.
5.
Use Gai-tronics to contact SI)ift HP and Chemist if they are I
not already in the Control Room.
6.
Notify the Security Force (Ext. 6657) to confirm that the l
Security Emergency Procedures are in effect.
7.
Consider evacuation ~of compartments within the containment I
and auxiliary buildings.
2.
Alert Classification A.
The Shift Supervisor or his designee shall perform the following:
l.
Notify plant personnel by sounding the Nuclear Emergency Alarm followed by an announcement on the Gaitronic system with special evacuation instructions. Repeat the instructions.
2.
Perform actions listed for " Notification of Unusual Event" if not completed.
3.
Complete accountability of personnel.
l 4.
Initiate personnel search and rescue as needed.

Direct in-plant radiological surveys and detemine control-room habitability.
6.
Direct offsite surveys as' additional emergency monitors arrive.
7.
Provide update reports to the States whenever emergency classifications are changed and/or the emergency is teminated, or every 15 minutes during a radioactive release.
In the Control Room, fill out FC-195, (Attachment 2) and transmit using the C0P Network,, regular phone, or NAWAS.
In the TSC, the teminetts will be used. If unavailable, transmit FC-195 data to the States using the C0P Network or the Facisimile Network.
8.
Transfer emergency responsibility with complete briefing to relieving Site Director or Recovery Manager when they are available, in accordance with either EPIP-EOF-13 or EPIP-EOF-14.
3.
Site Area Emergency and General Emergency Classifications A.
The Shift Supervisor or his designee shall perform the following:
1.
Perform actions listed for the " Notification of Unusual Event" and " Alert" classifications if not completed 2.
Within 15 minutes of classification, contact counties and recommend Early Warning Siren Activation 1.A.W.
EPIP-EOF-17.
3.
Transfer emergency responsibility with complete briefing to the Site Director or Recovery Manager when those persons become available. The transfer shall be performed in accordance with either EPIP-EOF-13 or EPIP-EOF-14.
4.
The Shift Supervisor should now direct all efforts to operation of the reactor and plant.
B.
The Site Director or his designee shall perfom the following:
1.
Continue update reports to State and County Agencies until responsibility is transferred to the Recovery

Provide Initial notification to Counties at Site Area

THIS SPECIAL CONTINGENCY PROCEDURE (STEP 2) WILL BE PERFORMED ONLY WHEN FORT CALHOUN STATION 15 NOTIFIED THAT REMOTE ACTIVATION OF THE EARLY WARNING SIREN SYSTEM CANNOT BE ACHIEVED FROM THE COUNTY CENTERS.
a.
The Shift Supervisor, Site Director, Emergency Coordinator and/or Recovery Manager via C0P network communicators will re-confirm that the county directs OPPD to initiate sounding of sirens by OPPD from the base station.
b.
After confir1 Ring direct request from county, personnel designated in step 2a above will call the 43rd Street Dispatcher (extension 4 to sound the siren system per the county request. The Dispatcher will then direct Electric Operations personnel to the Kennard base station to sound the siren.
c.
The back-up consnunic for contacting the Kennard base station directly is extensio d.
Electric Operations personnel at Kennard - initiate the early warning system.
e.
After '.he Shift Supervisor has notified the dispatcher, he will continue other required emergency actions as shown below.

Request the County EOC to contact radio station KFAB and broadcast the appropriate emergency message.
If there is insufficient assurance that KFAB will be contacted, perform Steps 4 and 5 of this procedure.
NOTE: Appendix A of this procedure outlines the actions expected to be taken by the county government agencies in completing the public warning process.

A Site Area or General Emergency has been declared.

III. PRECAUTIONS I

For a Site Area and General Emergency classification each county government must initiate the public warning systeg;hin fifteen (15) minutes after notification of the emergency >

Be sure that the proper authentication code word for radio station KFAB is used when communicating with them.
C.
In all communications, identify yourself to the person contacted and obtain the name and title of the person with whom contact was made.
IV. PROCEDdRE 1.
Upon declaration of either a Site Area or General Emergency, whichever I

SHELTERING l
In connection with the nuclear power plant incident now underway, State authorities have directed people in certain designateo areas near the plant to take shelter immediately. Here are some specific sheltering instructions.
1.
If you are outdoors, go inside immediately. Once indoors, close all windows and doors. Turn off fans, air conditioning, and close any other air intakes.
2.
If you have come in from outside, wash your hands and face as a minimum, particularly before handling or eating any food. If possible, take a shower using cool or lukewarm water. Wash any items of clothing you were wearing outside.
3.
Cover all "open" food containers.
4.
Do not use your telephone unless it is absolutely necessary. Keep phone lines open for emergencies.
5.
. Stay sheltered until you receive official notice that it is safe to go out. Stay tuned to your emergency broadcast stations for later information ano rurther instructions.

EPIP-EOF-17-13 APPENDIX A County Government Initiation of Public Warning I.
PURPOSE To outline the actions to be taken by county governments after notification by OPPD that a Site Area or General Emergency has been declared at the Fort Calhoun Station Nuclear Power Plant.
II. PREREQUISITE A.
Comunications Officer or responsible person has been given authority to initiate the public warning system.
B.
Notification has been made by OPPD that a Site Area or General Emergency has been declared.
C.
The early warning siren network activation has been advised by the OPPD representative making notification.
III. PRECAUTIONS A..
If contact by Fort Calhoun Station is not made through the dedicated emergency telephone system, verify the call by callin back to the Fort Calhoun Station Control Room -

B.
For a Site Area or General Emergency classification each county government must initiate the public warning system within fifteen (15) minutes after notification of O e emergency.

V. PROCEDURE
1.
Have reasonable assurance that the notification and advice are from the Fort Calhoun Station management.
2.
Sound the early warning siren system by depressing the " Alert" and
" Send" buttons simultaneously.
3.
Provide radio station KFAB, Emergency Broadcast Station (EBS), the Public Warning Messages to provide information following sounding of the sirens.
4.
Follow the county's Emergency Response Plan for Nuclear Power Plant Incidents.
l 5.
Continue comunications with the Fort Calhoun Station Nuclear Power Plant and state EOF to obtain information concerning duration and severity of effect to county residents.
