s EPIP-0SC-14-1 Fort Calhoun Station Unit No. 1 Emergency Plan Implementing Procedure EPIP-OSC-14 SHIFT SUPERVISOR / SITE DIRECTOR ACTIONS I.

PURPOSE To provide a procedure which delineates the duties, responsibilities and actions of the Shift Supervisor or Site Director. These actions are applicable when either the Operating Shift Supervisor or a reporting staff mem',er is functioning as the Site Director. The checklist outlined in Appeadix 1 provides the basis for an Imediate Actions booklet for the Shift Supervisor's use.

II. PREREQUISITES A.

Emergency Plan Training has been completed for the Shift Supervisor and Site Director positions.

B.

The Shift Supervisor or Site Director is cognizant that he has the following responsibilities:

(1) Is responsible for the overall direction and coordination of the f.

Initial Response Organization effort. This responsibility cannot be delegated.

(2) Control information releases. This responsibility cannot be delegated.

(3) Ensures the proper classification of the emergency and reviews to see if the event should be upgraded or downgraded. This responsibility cannot be delegated.

(4) Interfaces with NRC.

(5) Controls the relation of the on-shift personnel to the Initial Response Organization interface. This responsibility cannot be delegated.

,(6) Provides overall control of on-site emergency response facilities.

This responsibility cannot be delegated.

(7) Ensures that the Initial Response Organization is at full strength I

after activation.

(8) Keeps OPPD Management informed of status of the emergency.

(9) Recommends protective actions to authorities responsible for off-site actions. This responsibility cannot be delegated.

II. PRERE0VISITES (Continued)

(10) Ensures a timely and complete turnover of all information to the Recovery Manager should the Emergency Recovery Organization be activated. This responsibility cannot be delecated.

(11) Is responsible for implementing the Initial Response Organization Call List.

Control Room Comunicator I.

PURPOSE To provide a procedure which delineates the duties, responsibilities and actions of the Control Room Comunicator (6th Operator on duty). identifies information requiring transmit, receiving activity, emergency response personnel requiring data and telephone numbers used to establish the conference network.

II. PREREQUISITES i

The Control Room Comunicator has been trained.

III. PRECAUTIONS

For a Notification of Unusual Event Emergency, follow with a direct call to Iowa Office of Disaster Services - telephone number (515) 281-3231 or after hours:

When not using the Conference Operations Network the caller will

. identify himself and ask for the name of the NSP dispatcher. For verification purposes, the caller will respond to the NSP dispatcher with the badge number of the dispatcher using the confidential personnel listing maintained in the Fort Calhoun Station Control Room Key Locker.

If further authenication is deemed necessary, the caller may also provide the initials of the dispatcher provided on the confidential personnel listing, d.

EPIP-OSC-16 DIERGENCY TEAM

I.

PURPOSE The purpose of this procedure is to provide instructions for personnel

assigned to Emergency Team positions.

II. PREREQUISITE Both the primary and alternate individuals filling a particular Emergency Team position, TAG No. I through TAG No. 24, have been fully trained and are aware of their 6uties and responsibilities.

III. PRECAUTIONS None I

V. PROCEDURE

Upon activation of the Initial Response Organization, those individuals assigned to a position on the Emergency Team will carry out their assignment as detailed in Appendix 1 of this Implementing Procedure.

TAG 1 -- RECORDER / PHONE TALKER Reporting Location:

Technical Support Center Reports To:'

Site Director Basic Responsibilities:

After receiving call to report to his/her duty station, Recorder / Phone talker will contact the other Recorder / Phone talker and determine who will report to the TSC and who will continue the Initial Response Organization Call List. If the Recorder / Phone talker who is going to continue the call list is contacted at home he/she will remain at home and continue the call list until completed for the Emergency Action Level, b~

or until notified that no further calling is necessary. The other Recorder / Phone talker will report to the TSC, pick up the proper tag

from the TSC Tag board and inform the Site Director of their presence.

Sets up, operates and maintains the tape recorder.

Briefs the Site Director on accident status and present conditions when he arrives.

Maintains emergency log book. Clerical assistance is available through the Security and Administrative Supervisor.

Performs telephone communications.

Receives Operational Data from the Control Room and posts this data on the "FCS Emergency Status Board."

Assumes responsibility for the Conference Operations (COP) Network from the P

Control Room when the Site Director assumes emergency response actions from the Shift Supervisor.

Man the Conference Operations (COP) Network and provide updated information

to State and County officials as directed by the Site Director until transferring C0P Network responsibility to the E.0.F. Communicator.

TAG 2, 3 - EMERGENCY RE-ENTRY TEAM Reporting Location:

Operation Support Center Extension in Technical Support Center Building.

Report To:

Health Physics / Chemistry Supervisor when re-entry team required.

Basic Responsibilities:

Re-entry Team personnel will report and receive instructions from the HP/ Chemistry Supervisor thru the Monitor Coordinator.

Procures emergency kit, monitor kits, air samplers, and breathing equipment from storage area.

Obtains and battery checks high range survey instruments.

Obtains a set of protective clothing. Dons shoe covers and coveralls, checks out and puts on a TLD and high range dosimeter. Has other protective clothing ready to don on instruction from Monitor Coordinator.

Checks out a self-contained breathing apparatus for readines's to use. Checks the mask for proper fit.

Prepares for entry to the Auxiliary Building, verifies proper dress with the Monitor Coordinator.

Enters the Auxiliary Building as directed by the Health Physics / Chemistry Supervisor and instructed by the Monitor Coordinator.

Performs assigr.ed tasks such as (a) search and rescue of injured person (s),

(b) emergency repair to equipment and (c) as'sistance to Operations in perfoming corrective actions.

Initial Response Organization Notifications I.

PURPOSE This procedure provides instruction to be followed by the North Omaha Station Shift Supervisor or his designee when an emergency occurs, at Fort Calhoun Station, that requires activation of the Emergency Plan.

This procedure will also be used by personnel at the alternate OPPD locations of Substation 906 (Ext. 4486) and 43rd Dispatcher (Ext. 5551) if one of the preceeding locations is unable to respond.

II. PREREQUISITE 1.

The Emergency has been classified in accordance with EPIP-OSC-1, 2.

Notification has been received from the Fort Calhoun Station Shift Supervisor or his designee, to initiate the " Initial Response Organization Call List".

3.

The " Initial Response Organization Call List" is available in the

III. PRECAUTIONS 1.

Any person designated to initiate the Call List shall be fully instructed prior to assuming responsibility.
