DPR 42 50-306 DPR-60 Information Related to Planned Spent Fuel Consolidation Demonstration Program Northern States Power Company is currently evaluating alterna-tives available for storage of spent fuel at the Prairie Island Nuclear Generating Plant through the early 2000's when a govern-ment processing or storage facility is expected to be available.

Spent fuel consolidation is being investigated in detail. Con .

solidation of spent fuel, which will allow an increase in the capacity of the existing spent fuel storage facility, appears to be an attractive alternative having virtually no adverse environ-mental impact. However, to provide assurance that this process is economical on a large scale, Northern States Power Company and Westinghouse Electric Corporation have planned a demonstra-tion program using technology developed by Westinghouse.

A meeting with the NRC Staff has been scheduled for August 14, 1987 in Bethesda, Maryland to discuss the planned demonstration program. The purpose of this letter is to provide, for the in-formation of the NRC Staff, draft copies of two of the following three documents related to the spent fuel consolidation demon-scration program and related matters:

1) Topical Report on Fuel Consolidation Demonstration at the Prairie Island Nuclear Generating Plant
2) Structural Evaluation of Spent Fuel Storage Racks for Consolidated Fuel at the Prairie island Nuclear Generating Plant
3) Structural Evaluation of Spent Fuel Storage Pool for Consolidated Fuel at the Prairie Island Nuclear Generating Plant Items (1) and (2) are attached to this letter. Item (3) is not yet complete, but will be available for distribution at the

- tion. While portions of item (1), and items (2) and (3), are not directly related to the fuel consolidation demonstration program, they address potential concerns with fuel consolidation on a large scale.

Because the demonstration program will involve no increase in the number of spent fuel assemblies currently permitted in storage at Prairie Island, we believe t'ne demonstration program can be con-ducted under the provisions of 10 CFR Part 50, Section 50.59, without an amendment to the Operating License or Technical Speci-fications. If the results of the demonstration program are acceptable, Northern States Power Company will submit a request for amendment to the Commission to allow an increase in the number of spent fuel assemblies currently allowed in storage.
