APPENDIX A I

NOTICE OF VIOLATION Wolf Creek Nuclear Operating Corporation Docket: 50-482 Wolf Creek Generating Station License: NPF-42 During .in NRC inspection conducted during the week of September 21-25, 1987, a violation of NRC requirements was identified. The violation involved a failure to perform activities in accordance with established procedures. In Accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed below:

Failure to Perform Surveillance in Accordance with Procedures Technical Specification (TS) 6.8.1 requires that, " Written procedures shall be established, implemented, and maintained covering . . . a. The applicable procedures recommended in Appendix A of RG 1.33, Revision 2, February 1978." Section 8 of Appendix A of RG 1.33 states that activities related to surveillance tests should be covered by written procedures.

Administrative Procedure ADM 02-300, Revision 8, " Surveillance Testing,"

and Surveillance Test STS FP-602, Revision 5, " Electric Motor Driven Fire Pump 1FP01PA - Monthly Operation" had been established and implemented in accordance with the above TS.

Sections 5.2 and 5.3 of STS FP-602 required that the electric motor driven fire pump be started using the switch on the local panel during the monthly tests for January, March, May, July, September, and November.

During the alternate months the procedure required that the pump should be started from the control room.

Contrary to the above, during the performance of Surveillance Test STS FP-602, Revision 5, " Electric Motor Driven Fire Pump 1FP01PA - Monthly Operation," on April 1, 1987, the pump was started from the control room and was not started from the control room during the performance of the surveillance test until August 1, 1987.

This is a Severity Level IV violation. (Supplement I)(482/8722-01)

Pursuant to the provisions of 10 CFR 2.201, Wolf Creek Nuclear Operating Corporation is hereby required to submit to this Office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1) the reason for the violations if admitted; (2) the corrective steps which have been taken and the results achieved; (3) the corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
