DPR-42 50-306 DPR-60 Molded Case Circuit Breakers and Other Information Related to the Vendor Inspection Branch Audit NRC Insoection 50-282/88-201 and 50-306/88-201 Reference 1: Letter from Gary Holahan (NRC) to C E Larson (NSP) dated March 10, 1989, titled: Inspection of the Vendor Interface and Procurement Programs at the Prairie Island Nuclear Generating Plant, Units 1 and 2 (Inspection Report Nos.. 50- i 282 & 306/88-201)

The proposed actions and the status of those items of concern stemming from the Vendor Inspection Branch Audit (Reference 1) of October-November, 1988 are being submitted per discussions held with the NRC staff at the Region III Office on June 8,1989 and by telephone on June 15, 1989,

1. Test and Replacement of used Molded Case Circuit Breakers (MCCB) nrovided from Bud Ferguson Comoany.

Our intention is to replace the previously used MCCBs from Bud Ferguson Company with equivalent THEF style 50 amp rated breakers presently used in non-safety related functions in the plant. These THEF style MCCBs are original plant equipment with documentation available. These THEF style MCCBs are being tested per the test procedure specified in Prairie Island's Commercial Grade Procurement Dedication Evaluation for MCCBs to ensure the suitability of these original plant MCCBs for safety related purposes. This testing began on June 16.

Should these TilEF style MCCBs be found to be unsuitable during the testing, the remaining stock of used MCCBs from Bud Ferguson Company will be tested for use per the requirements of NRC Bulletin 88-10 In either case, only MCCBs which satisfactorily pass the required testing 8906290242 090620 g JUN 21 1989 /5# l PDR ADDCK 05000282 4 Q PNU 3 I i

will be used as replacements for the used Bud Ferguson MCCBs now I installed. All MCCB testing is expected to be completed by June 23, 1989, 1 As satisfactorily tested MCCBs become available, the used MCCBs from the Bud Ferguson Company will be replaced. Replacement of two feedwater-isolation valve motor MCCBs may require a power reduction or shutdown.

We will contact the NRC Regional staff prior to July 1st with the replacement schedule for these two MCCBs. All MCCB replacements,.except the feedwater isolation valve motor MCCBs, are expected to be completed.

by June 30, 1989.

Eventually, all used MCCBs from the Bud Ferguson Company will be removed

2. Seismic Evaluation of the Modified Configuration of a Square D Model 9012 TP GAV-6 Pressure Switch The Square D pressure switch for the Diesel Generator No. 1 starting air compressor is planned to be down-graded to a pressure retaining function only. This will be evaluated by the Prairie Island Q-List Extension Committee. This will preclude the need for an active function seismic evaluation. This action will be completed by July 15, 1989.
3. Documentation of Seismic Evaluation of a Mounting Kit for a Foxboro Pressure Transmitter Vendor contacts have been established to expedite the documentation which will clarify the necessity of seismic qualification for the Foxboro mounting kit, Part No. N0150RG, for a pressure transmitter installed on the pressurizer. Documentation should be completed by July 15, 1989.
4. Documentation for the Foxboro Relays Installed in the Flux Tilt Controllers Vendor contacts have been established to expedite the documentation which will establish the basis of acceptability for the Foxboro relays, Model 62H, installed in the flux tilt controllers. This documentation will be completed by July 15, 1989.

5. Auxiliary Feedwater Pumn Turbine R toture Dise Material of Construction Vendor contacts have been established to provide additional information to verify the materials of construction of the Auxiliary Feedwar.er pump turbine exhaust rupture disk. This verification should be completed by July 15, 1989.

Copies of the Justifications for Continued Operation, SRI 265 dated April 1989 and SRI 252 dated November 1988, regarding the issue of used MCCBs are attached. SRI 252 Addendum 1 dated May 1989 documenting Bulletin 88-10 inspection results is also attached.
