Follow-up Release Notification File: MC-208.20, MC-702.26, MC-118.00

Dear > Sirs:

Pursuant' to 40CFR Part 355' (Emergency planning and Notification), Duke Power Company hereby provides written follow-up emergency notice of a reportable ' SARA release. On September 1, 1989, at 1:00 PM approximately 18.6 pounds .of hydrazine, a L SARA Extremely Hazardous - Substance - with a reportable quantity of one ' pound, were released to the atmosphere. The approximate duration of the release, including cleanup time, was three and one-half hours. Verbal notification was'made to your offices on September 1,1989 as well as to the National Response Center and the North Carolina Department of Environmental Health and Natural Resources Regional Office in Mooresville. Since some employees were evacuated from the immediate spill site, per station procedure the Nuclear Regulatory Commission was notified of this incident as an Unusual Event. An additional notification was made to the Nuclear Regulatory Commission resident inspector'as is required by 10CFR50.72(b)(2)(vi).

The hydrazine spill occured while transporting a plastic drum of hydrazine

-from a warehouse to its usage point and was ' caused by the blade of a drum handtruck piercing the bottom of the drum. The spill occured near two office trailers and as a precaution the employees in these trailers were evacuated from their office area. The spill area was roped off, and entry O

Materials Handling personnel are investigating whether other types of materials handling devices can be used to try to prevent this same type incident from reoccuring.
