Dear Governor Riley:

I am pleased to advise you that the South Carolina Operational [

Radiological Em3rgency Response Plan in Support of Fixed Nuclear I Facilities site-specific to the Catawba Nuclear Station has been f approved by the Federal Emergency Management Agency (FDiA). l The alert and notification systen (ANS) which is installed and  !

operational at the Catawba Nuclear Station is currently under review -

by FEMA. An engineering design review of the systen and a telephone  ;

survey of the public have been conducted. However, FDiA is still awaiting submittal by the utility of acceptable siren systen cper-ability results in accordance with section E.6.2.1 of FDiA-43, the [

L "Starriard Guide for the Evaluation of Alert and Notification Systens for Nuclear Power Plants." Therefore, this approval of the offsite plans is conditional on FDiA's verification of the ANS systen in [

accordance with the joint Nuclear Regulatory Conmission (NRC)/ FEMA l criteria in NUREI;-0654/FDiA REP-1, Rev.1, Appendix 3, and in FDiA-43.  !

r This repn sents the fourth approval by FDiA of offsite radiological f emergency preparedness planning around a ruclear Irwer station in r South Carolina. I know that you will agree that this i's an important i achievement on the part of your State and local of ficials, and the l Duke Power Cortpany in their efforts to protect the health and safety of the public in the vicinity of the Catawba Nuclear Station. I have enclosed a copy of our letter to the NRC indicating FDiA's approval i of State and local plans and preparedness.
