Catawba Nuclear Station - York County, South Carolina Permit #76-2A-084 Standby Nuclear Service Water Pond Level Increase to Elev. 574 File: CN-702.11 Catawba Nuclear Station would like to raise the level of the Standby Nuclear Service Water Pond to provide additional cooling water due to operational concerns. The increase would raise the level of the pond by two feet from devation 572' to 574'. Raising the pond two feet will inundate approximately 3.67 acres of land, of which r approximately 2.07 acres could be classified as wetlands. Please see the attached drawing which provides the location and size of the areas to be impounded. The pond level is presently maintained at elevation 572'. The pond level will be increased to elevation.57?' by. obstructing two feet of the overflow pipe. Dpke Power.would replace an ~ ~ ~ existing' 1 ' foot' steel plate located in'the ~ discharge headwall witli a 3 foot steel or concrbte plate. (See attached engineering sketches,3 pages) Additionally, please find attached a memo dated March 29,1995 from your office for a similar request which was made in 1995. Duke Power request that this modification be handled in a similar manner and that the existing permit be modified to incorporate this change. Dear Mr. Carter:

This is in response to your letter dated February 2,1995, wherein you requested permission to raise the level of the Standby Nuclear Water Pond in Lake Wylie by attaching either one of the following items to the discharge structure: 1) a l' high steel pitte which is anchored to the discharge l structure, 2) a l' high concrete curb along the front of the discharge structure, or 3) a l' high steel plate that is welded directly onto the overflow pipe itself. The result of this activity would.be an increase in the Standby Nuclear Service Pond level to 572' (a l' increase). A review of our files indicates that a permit for the Catawba Nuclear Station was issued on February 22, 1977 (#76-2A-084). Therefore, this office i is hereby granting a modification to that permit to reflect the changes on the attached drawings (Sheets 6A and 6B of Cated February 2,1995). These changes include attaching either one of the following items to the discharge l structure: 1) a l' high steel plate which is anchored to the discharge 1 ) structure, 2) a l' high concrete curb along the front of the discharge structure, or 3) a l' high steel plate that is welded directly onto the overflow pipe itself. Please attach this letter with the modified. drawings to the original permit.- All of4 the. conditions to which" the work'is made s'ubject remain in full force and effect. In that this work appears subject to the jurisdiction of the South Carolina Department of Health and Environmental Cor. trol, it is ~ highly recommended that you contact that agency to ascertain their requirements in this matter. This modification was submitted in an application to the Corps of Engineers (COE) on February 6, 1995. You stated in your March 2, 1995 letter that this modification bears directly on continued operation of the Catawba Nuclear Station and is required by the Nuclear Regulatory Commission. Bob Riggs indicated that the COE determined that an existing permit was modified to allow the proposed project modification because it wao not. considered to be a signi ficant deviation, per conversation with Mark Giffin April 12, 1995. The existing COE permit incorporates the State 401 water quality certification, if required. Our records indicate that we issued a 401 water quality certification with no conditions for thic project on May 12, 1976. Because of the length of time that has passed ) since issued, we no longer have a copy of the certification letter, however the 401 water qual'ity certification for this project remains valid. The proposed modification will not contravens water quality , standards nor change classified uses of Lake Wylie and is consistent with the existing 401 water quality certification. .Please conta'ct Mark Gif fin at (803)' questions. .
