O July 31, 1978 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNS-78-37 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interett significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.
SUBJECT:
ANTINUCLEAR DEMONSTRATIONS SCHEDULED FOR AUGUST 6, 1978 According to media accounts and other information received by the NRC, antinuclear demonstrations are scheduled to take place at several licensed nuclear facilities on August 6,1978, in commemoration of
" Hiroshima Day". Indications are that most of these protests will involve small numbers of demonstrators, be nonviolent, and not entail civil disobedience. Two of these demonstrations may involve trespass upon licensee property or similar actions which may result in arrests.
Persons opposed to the Trojan Nuclear Power Plant have indicated their intention to block access to the plant. The licensee expects about two hundred demonstrators. Previous protests at Trojan involving blockage of access have resulted in mass arrests. From 2000 to 5000 persons are expected to hold a rally on a beach in the vicinity of Diablo Canyon.
Upon completion of the rally, a group of 300 to 500 protestors may

attempt to enter the facility. Licensees have taken security precau- /cP tions which include coordination with local law enforcement agencies. /
No violence is expected at either facility.
