The information is as initially received without verification or evaluation, and is basically all that is known by the Region V staff on this date.

MEDIA INTEREST IN USGS EARTHQUAKE PREDICTION At 10:52 p.m. PDT October 19, 1992, the U.S. Geological Survey notified the California Governor's Office that "there is a significant likelihood that an earthquake of Magnitude 6 will occur on the San Andreas Fault near Parkfield (California) in the next 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />." The alert was issued because a Magnitude 4.7 earthquake, a designated precursor to a long-expected larger earthquake, was#rTgistered on the fault just north

  • f Parkfield (51 miles from Diablo Canyon) at 10:28 p.m. PDT that svening.

Diablo Canyon Unit 1 is in refueling. Fuel movement was suspended briefly after the 4.7 earthquake, which was slightly felt in the San Luis Obispo area but was not felt within the protected area of the plant. The licensee resumed fuel movement, and anticipates completing core reload this afternoon. Installation of the upper vessel internals is being reviewed. Unit 2 is operating at 100% power. Both units have two offsite power sources. The licensee has limited access to the switchyard, and will minimize maintenance activities in Unit 2. The licensee has stated that no major new work will be started and no LCOs will be entered during the remainder of the 72-hour alert.

Seismic monitors at the site recorded a 0.00086g acceleration at the base of Unit 1 for the Magnitude 4.7 earthquake. The licensee estimates a Magnitude 6.5 Parkfield earthquake would generate maximum ground motion of 0.19. The plant is analyzed to 0.75g.
