i ENCLOSURE 1 NOTICE OF VIOLATION l

Portland General Electric Company Docket No.:50-344 I

Trojan Nuclear Plant License No.:NPF-1 l

l During an NRC inspection conducted on February 4-6,1997, one violation of NRC l

requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600,the violation is listed below:

j Technical Specification 6.8.5, Amendment 193, required, in part, that procedures for radiological environmental monitoring shall be approved and implemented in l

accordance with the Portland General Electric Nuclear Quality Assurance Program.

Section 4.2.2.9 of the Nuclear Division Quality Assurance Procedure 17-3, " Quality Assurance Audits," Revision 0, required, in part, that all portions of the Technical Specifications and each license condition be audited at least once every 5 years.

Contrary to the above, the licensee had not audited the Annual Radiological Environmental Report Technical Specification 6.9.1.5.1 since May 19,1989,a period of greater than 5 years.

This is a Severity Level IV violation (Supplement IV).

j The NRC has concluded that the information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence, and 4

the date when full compliance was achieved is already adequately addressed in the l

enclosed inspection report. However, pursuant to the provisions of 10 CFR 2.201, l

Portland General Electric Company is hereby required to submit a written statement or explanation if the description therein does not accurately reflect your corrective actions or your position. In that case, or if you choose to respond, clearly mark your response as a

" Reply to a Notice of Violation" and send it to the U.S. Nuclear Regulatory Commission, j

ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region IV, 611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011, within 30 days of the date of the letter transmitting this Notice of Violation (Notice).

l Because your response will be placed in the NRC Public Document Room, to the extent l

possible, it should not include any personal privacy, proprietary, or safeguards information so that it can be placed in the Public Document Room without redaction. However, if you find it necessary to include such information, you should clearly indicate the specific l

information that you desire not to be placed in the Public Document Room, and provide the l

legal basis to support your request for withholding the information from the public.
