Functional or Procram Areas Inspected to Include Violations. Deviations, and Declinino Performance Except as noted, the licensee seemed to be maintaining their previous level of performance in the following areas and their program appeared adequate to accomplish their objectives.
a.
Alarm Stations and Communications (MC-81700)
No violations or deviations were identified.

b.
Security Procram Plans (MC-81700)
On June 17, 1993, in accordance with 10 CFR 73.5, the licensee submitted to NRC a request for exemption from specific sections of 10 CFR 73.55.
On that date, the licensee also submitted a copy of their proposed " Trojan Nuclear Plant Security Plan (Defueled Condition)," PGE Report 1058.
On July 20, 1993, during a site visit, an NRR reviewer offered observations on the contents of this proposed plan, and on July 29, 1993, the licensee provided responses to these observations and a revision to the proposed security plan which incorporated responses to the observations.
The licensee anticipates NRC approval of this proposed security plan by September 30, 1993.

Audits (MC-81700)
l The inspector reviewed the licensee's annual audit (DLN-348-92) of the Trojan Security Plan, Safeguards Contingency Plan, and the Access Authorization Program, dated October 2, 1992. This audit conducted by the Quality Assurance Department during the period August 17 through September 3,1992, identified two findings and six observations. The 4-member audit team included two contract security consultants. The Manager, Nuclear Security Department provided a response to all findings and observations. The audit concluded that in general, a strong security program exists at the Trojan Plant, especially in the areas of in-house inspections, control of safeguards information, and tactical response training.

The inspector also reviewed the licensee's annual audit (DLN-61-93) of the Fitness-For-Duty (FFD) Program, dated March 17, 1993.
This audit conducted by the Quality Assurance Department during the period February 8-23, 1993, identified two strengths, four findings and eight observations. The 5-member audit team included a contract consulting clinical toxicologist and a FFD training instructor from Washington Public Power Supply System. The Manager, Nuclear Security Department provideo a response to all findings and observations. The audit concluded that the licensee's FFD program implements and complies with 10 CFR 26.
The inspector determined that the findings and observations of the above two audits were not indicative of programmatic problems and were appropriately addressed. The inspector stated during the exit meeting on September 17, 1993, that these two audit reports were complete and well documented.
d.
Records and Reports (MC-81038)
During this inspection, the inspector reviewed the licensee's quarterly Safeguards Event Log for the period April 1,1993, through June 30, 1993. This log, dated July 29, 1993, identified 44 events for this three month period.

Actions on Previous Inspection Findinos and Inspector Identified Concerns (MC-92701)
(Closed) Open Item (344/93001-01).
Reportina of Concerns To Management, and the NRC. On May 17, 1993, in reply to a previous Notice of Violation, the licensee indicated that based upon indications that some personnel in security may still be reluctant to report concerns, that additional actions may be necessary to facilitate reporting of concerns to PGE management or the NRC.
The inspector reviewed the licensee's June 30, 1993, evaluation of this concern.
In its evaluation the licensee concluded that, based on the

results from a questionnaire mailed to security personnel, no further changes to ti.a existing reporting process are necessary. The i

On September inspector met with the licensee representatives identified in paragraph i
1 above to summarize the scope and the preliminary results of this inspection. The inspector noted that the above open. item had been closed. Additionally, as discussed in paragraph 2.c above, the inspector noted that the licensee's audits of the security program and the fitness-for-duty program were complete and well documented.
