MEDIA /PUBLIC INTEREST IN OPEN MEETING P.EGARDING THE STEAM GENERATOR TUBE LEAK On December 1, 1992, an open meeting was conducted at the Trojan Nuclear Plant to address the November 9, 1992 stea- generator tube leak and the licensee's request for an emergency Technical Specification (TS) change to permit restart. In addition to Portland General Electric (PGE),

participants included Region V and NRR management, the Oregon Department of Energy (ODOE), the Oregon Energy Facilities Siting Council (EFSC),

approximately 110 members of the public, and members of the press, radio, and television media.

The meeting began at 9:00 a.m. with PGE's presentation of their determinatica cf the cause of the Icak and their-conclusion that the condition was isolated to one steam generatcr tube sleeve weld that was not properly stress relieved. The NRR F'oject Manager discussed the emergency TS change process.

Following NRC and ODOE questioning of the licensee's analysis, the public was_ offered an opportunity to comment. Approximately 20 members of the public offered comments. Several public comments were directed towards the desire for a public hearing on the steam generator tube issues. The meeting concluded at 1:45 p.m.

Following the meeting, seven members of the public, including Mr. Lloyd Marbet (the sponsor of a recent ballot initiative to shut down Trojan),

demonstrated civil disobedience by stepping across a " boundary line" within the owner controlled are. after being instructed to disperse.

These individuals were substret tly arrested by local law enforcement.

NRC representatives met briefc sith media representatives following the

-mceting. Significant media incerest was evident.
