E0TICE OF VIOLATION Portland General Electric Company Docket No. 50-344 Trojan Nuclear Plant License No. NPF-1 During an NRC in 'toca conducted on September 15 through October 26, 1992, a violation of NRt quirements was identified. In accordance with the " General Statement of Poli:y and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below:

Trojan Technical Specification 6.8.1.a states that: " Written procedures shall be established, implemented and maintained covering ... the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, November 1972."

Regulatory Guide 1.33 endorses ANSI N18.7-1972. Paragraph 5.2.2,

" Procedure Adherence," states, " Procedures shall be followed, and the requirements for use of procedures shall be prescribed in writing."

Trojan Nuclear Division Procedure (NDP) 600-1, " Control of Nonconforming Materials, Parts and Components," dated March 2,1989, paragraph 5.1.A states, "A manager or supervisor who identifies or is informed of nonconfor.cing materials, parts, and components is responsible for assuring that the nonconformance is, or has been, documented on an NCR."

Contrary to the above, on April 23, 1992, a supervisor was informed of the receipt of a nonconforming component, a chlorine detector, and did not initiate an NCR.

This is a Severity Level IV violation (Supplement I).

Your actions to correct this violation were completed, reviewed by the inspector and found to be satisfactory. Therefore, no response is required.
