l PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT PNS-V-87-05 Date: June 17, 1987 l
This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by the 1
Region V staff on this date.

SUBJECT:
STRIKE OF CONTRACT SECURITY FORCE The licensee provides security to their 2-unit site through the use of both proprietary (44%) and contract (56%) security personnel. The contract between American Protective Services (APS), which is the contract security company, and APS employees expired on May 31, 1987. Negotiations since that time have resulted in the turn down of two proposals.
At 4:00 AM, PDT, June 17, 1987, APS notified the licensee that its employees (which belong to the United Plant Guard Workers of America union) are on strike. The primary reason offered for this strike relates to monetary benefits.
The licensee reported that they are capable of meeting their required security staffing requirements through extended use of proprietary security personnel. The licensee also anticipates that many APS watchpersons will not honor the strike, and will cross the picket line and report to work.
The licensee has notified their local law enforcement (San Luis Obispo County Sheriff's Office), and have set aside an area approximately one-half mile from the protected area for the contract security personnel to demonstrate support for their strike, if desired. All indications suggest peaceful strike actions.
Diablo Canyon Unit 1 is in mode 1 (100% power); while Unit 2 is mode 5 (cold shutdown).
The licensee is planning to issue a news release, and has responded-to national and local news media inquiries.
The resident inspector received initial notification of the pending strike activity on June 16, 1987, and is monitoring this event.
This Preliminary Notification is issued for information and is current as of 10:30 AM, PDT, June 17, 1987.
