f NOTICE OF VIOLATION Portland General Electric Docket No. 50-344
' Trojan Nuclear Power Plant License No. NPF-1 During an NRC inspection conducted on September 30 through November 12, 1993,-
a violation.of NRC requirements was identified.
In accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions,"
10 CFR Part 2, Appendix C, the violation is listed below:
j Criterion III of 10 CFR 50, Appendix B, states, in part, that " Measures shall be established to assure that applicable regulatory requirements-l and the design basis... for those structures, systems, and components tc which this appendix applies are correctly translated into specifications, drawings, procedures, and instructions."
Section 3.1 of Trojan Plant Engineering Procedure PEP-20-3, Revision 0, i
" Preparation of Detailed Construction Package [DCP]," required that the detailed design be specified in a DCP.
Contrary to the above, Detailed Construction Package DCP 1 associated with Request for Design Change (RDC)78-103, installed in May '1980, did not correctly translate the design basis into applicable procedures and instructions in that the DCP did not prevent draining of the pool below 83 feet,11 inches, the minimum allowable level specified by the plant's design basis, as stated in Section 5.6.2 of the Technical Specifications.
This is a Severity level IV violation (Supplement I).
Your corrective actions were reviewed by the inspector during the inspection and found to be appropriate. A written response to this Notice is therefore not required.
