SUBJECT:

SITE VISIT SY THE TRT CIVIL 7 STRUCTURAL GROUP Two enembers of the Civil / Structural Group, TRT, visited the Comanche Peak Project Site on February 8,1965, and met with the representatives of the Texas Utilitics Generating Company (TUGCO) and their contractors. The purposes of the visit were:

i. To inspect the unused holes in cable tray support flanges drilled during cabic tray installation;
i. To incate the cantilevered horizontal plate attached to the containment liner plate (part of the containment spray piping support system), which was allegedly stressed to about 100 ksi; and
3. io inspect and gather infomation on the elastic joint filler between the Containment Building and the Safeguards Building. ,

A. Three structures were inspected, namely, the Auxiliary Building, the Containment Building and the Safeguards Building. The breakdown of the cable tray supports irspected is as follows:

Nutaber of supports where Building Elev. drilled holes were observed Cei.tt,inment 832'-0" 3 808'-0" 2 Auxiliary 810'-6" 2 831'-6" 3 810'-6" Safeguards 1 831'-6" 3 Total 14 /

The overall assessment of the unused holes was as follows:

Auxiliary Building (El. 810'-6", Room 207) - widely spread Safeguards Building (E1. 810'-6", Room 63) - widely spread Containment Building - sporadic g O

All inspected holes were in the top flange of the cable tray supporting member (structural channel C6x6.2); the diameter of the holes was found '

c to be 5/8". During the post-inspection meetinj with the TUGC0 staff,

. the team discussed the criteria which were applied to control drilling of the holes. The team was informed that the holes were drilled as a result of a necessity to realign the cable trays during construction.

The criteria under which the drilling was done are contained in the general notes on Drawing No. 2323-5-901 through DCA Procedure for CPPE, CP-EP-4.6.and the controls were impose The team believes that further inspectior. is necessary to assess the stress condition for the as-built cable tray supports. At this time the TRT is further investi-gating will be the issue; at reported any conclusions a later date. resulting from this investigation B.

TRT inspected the interior of the Containment and reviewed Drawing ho.

1323-51-0514 in an effort to locate the cantilevered plate. The.in-spection disclosed that all of the piping supports consist of built-up members which are made of a system of plates welded together with their vertical and horizontal axes interconnected to fonn wide flange members.

In the post-inspection n.?eting with the cognizant engineers, the TRT was infonned that the original analysis of the liner plate was perfonnec in 1974 by Gibbs & Hill, the A/E for the plant. The analysis considered preliminary loadings from the pipe supports. During construction of

  • the plant some modifications to the original assumptions have been made and a record of these modifications is kept in the TUGC0 Pennanent

- Plant Record Vault. After completion of construction of the Containment, the infonnation pertaining to the as-built condition was consolidated on Drawing No. FSC-00486, Sh.1 through Sh. 9 and transmitted to the Gibbs & Hill office for a stress verification analysis. This analysis is presently in progress and is expected to be completed in March 1985.

C.

During the inspection TRT observed the elastic joint filler between the Unit 1 Containment Building and the Safeguards Building. A review of the drawings obtained at the site during the exit meeting disclosed presence of openings in the Containment other than those inspected.

Inspection of elastic joint filler at these openings and in the Unit 2 Containment is planned in the future.
