AS-BUILT VERIFICATION PROGRAM l
On September 8-10, 1987, the NRC staff and its consultant's performed an audit of the as-built field verification program for conduit supports (Trains A and B and Train C greater than 2") at the Comanche Peak Steam Electric Station (CPSES).
The conduit support as-built verification program is being conducted by Ebasco Services Incorporated for Trains A and B and Train C greater than two~ inches in diameter
- as part of the TV Electric Corrective Action Program for design validation.
The purpose of the audit was to determine the adequacy of the CPSES as-built program for conduit supports being conducted by Ebasco.
The scope of the audit included a review of the conduit systems'(i.e.,
conduit, conduit supports, and junction boxes) in CPSES Unit 1, Unit 2, and common areas.
The audit scope included a review of the technical adequacy of the as-builting procedures including completeness in identifying all important attributes needed for design verification, review of the implementation of the as-builting procedures including the information/ document flow process, review of representative conduits and supports for agreement with. as-built information documented in the walkdown packages, and walkdown of representative conduits and supports to identify any deficiencies.
A list of persons involved with the audit is provided in Enclosure.1 to.this summary.
As-Built Verification Procedure Review The audit team discussed with Ebasco personnel the three principal procedures utilized to perform the as-builting' effort.
The three procedures. reviewed by the team are:

- Conduit Trains A and B are safety-related (seismic Category I).
Conduit I
Train C is not safety-related (seismic Category II) but is required to be seismically supported to prevent adverse interactions with safety-related components.
Conduit Train C less than or equal to 2 inches in diameter is being handled by Impell Corporation.

]j In addition, the various steps, from the identification of the conduit systems to be walked down to the transmittal of data'to?the Ebasco Design Verification Group, were reviewed and discussed with the Ebasco pers'onnel' responsible for.

Based on its review, the audit team found the as-built ' verification procedures' to be technically adequate and that they provide appropriate.' instructions necessary to prepare the required as-built documents for those attributes listed.in the procedures.
Attributes not included in these procedures, such -
as. weld size / length or bolt hole size, are covered by'the Brown and Root Quality Control inspections.'or by supplemental inspection programs (e.g,-
Post-Construction Hardware Validation Program).
Implementation of As-Builting Procedures l
- j To verify the adequacy of the implementation of. the as-built _ procedures, a representative sample of 8 conduit lines were selected by the audit team... The walkdown packages reviewed by the team are-listed in Enclosure 2 to this summary.

Although not every

'l dimension nor all supports were checked bylthe audit team, they audited'in sufficient detail to gain reasonable assurance that-the as-builting procedures had been properly implemented.
Any deficiencies or discrepancies which might affect design adequacy were noted.
The team found implementation of the as-built procedures, including documentation of completeness and accuracy, to be' adequate except for;the items discussed below'.
These items were primarily documentation in nature and would not byJthemselves lead to a design deficiency affecting safety.
