TRIP REPORT ON WITNESSING OF HVAC TESTING FOR CPSES ON OCTOBER'7, 1987 q

On October 7,1987, the NRC staff and. its consultants visited the of fices of Corporate-Consulting and Development Company, Ltd. (CCL), a contractor of TU Electric, in Raleigh, North Carolina.

A list of individuals contacted during this visit is provided in Enclosure 1 to this summary.

The purpose of the visit was to witness two static tests (Tests C4 and T15) in progress at the CCL test facility of representative CPSES heating, ventilation, and air conditioning (HVAC) ductwork configurations.

A series of 63 static tests on the HVAC ductwork are being completed by CCL* and will supplement previous HVAC tests performed by CCL in 1981.

The supplemental tests were performed to address questions raised.by Ebasco Services, Inc. and TENERA regarding the applicability of previous test results to specific installed conditions found in the HVAC as-built' program.

The series of tests address the effect of branches and duct elbows, openings in ducts, quantity of duct joints, and tensile loads on ducts.

The tests also address the effect of weld undercut, butt welds in ducts, and welds at corner tabs.

Representatives of TU Eletric and their design contractors'(Ebasco and CCL) provided an overview of the testing program, a description of the testing facilities (including test program control, procedures, test set-up, and test report), and a discussion on data correlation and results.

The slides used during this overview are included in Enclosure 2.

Test C4 involved a 12 ft. straight span of 36 x 24 inch (16 gauge) 'ductwork.

The test loadings consisted of combined axial (compression), bending,'and pressure.

The ductwork was subjected to a constant axial (compression) load of 6480 lbs. and an internal. pressure of -7.5 inch H O while the. transverse 2

loading, applied at the center of the span, was increased incrementally to failure.

Failure occurred at a transverse force of approximately 13,500 lbs.

The mode of failure, plate buckling of the ductwork, occurred at the mid-span support whebe the transverse loading was applied.

  • The two HVAC ductwork tests witnessed by the staff (Tests C4 and T15) were the last two tests to be completed by CCL for CPSES under this contract.

Summary of 10/7/87 HVAC Testing Test T15 involved a 12 by 7 ft. L-shaped span of 18 x 12 inch (16 gauge) ductwork.

The test loading consisted of an in-plane bending load. The 7-ft. section was subjected to a transverse force (in-plane to the L-shape configuration) applied incrementally to failure.

Failure occurred at a force of approximately 2300 lbs.

The tip of the 7-ft. span deflected approximately 24 inches at failure.

The mode of failure was local overstress of the hemmed flange at the elbow flange bolts causing the bolts to pull through the flange.

The staff viewed a videotape of five additional HVAC tests (T5, A8, 83, B11, and C10) conducted recently at CCL. The test descriptions are provided in (page 10) to this summary.

Following the videotape, the staff examined the corresponding HVAC duct samples from the five tests viewed in the videotape to better understand their failure mechanisms.

The failure mechanisms for the five tests were as follows:

Test T bolts in angle flange failed Test A8 - bolts in hemmed flange failed Test 83 - bolts connecting branch duct pulled through main header duct Test Bil - ductwork plate buckling Test C10 - bolts pulled through hemmed flange The staff discussed the data correlation and preliminary results of the 63 static tests conducted to date.

The preliminary results indicate that 1) in axial compression, the duct normally fails by plate buckling (the duct strength is proportional to the square of the plate thickness, 2) in beam bending tests, the duct normally fails by plate buckling (the strength is proportional to the duct thickness), and 3) correlation to date suggests conservatism in the straight duct allowable stress used in design validation.

Correlation of other test data is in progress by TU Electric.

The staff raised a concern regarding the applicability of each test in addressing the specific questions raised by Ebasco and TENERA. Of the 63 static tests per-formed, it was unclear to the staff which tests were conducted to address which specific questions. Without this understanding, data correlation and interpreta-tion of test results cannot be achieved.

TU Electric committed to provide the staff with this information. The adequacy of the test results to resolve specific questions is considered to be an open issue.

The staff is continuing its review of the correlation of HVAC test data.

The final HVAC test report is expected to be completed by CCL by the end of October 1987.

The staff requests that a copy of the final test report be provided to the staff to complete its review.

Upon completion of its review, the staff will provide its findings in a safety evaluation.

Mark each sample with the test sample number. Note any discrepancies or changes on the assembly drawing.

2) Perform a pre-test calibration check on all LDT's to be used during this test. Record the results on page 4 of 4 of this form.

3) Assure that hydraulic system is off and that no significant load is applied to the load cell.

Electrically zero the load cell signal conditioner within 13 counts. Adjust the span to give the reading required for the load cell used. Readjust zero if necessary and recheck span.
