OF MEETING ON SEPTEMBER 8, 1988 - DISCUSSION OF REVISIONS TO THE CPSES EMERGENCY PLAN A meeting was held on September 8,1988 in Rockville, Maryland between the NRC staff and representatives of TU Electric to discuss changes to the Emergency Plan (EP) which have occurred since Revision 8 was reviewed by the staff and the results of that review documented in SSER 12. The meeting notice and list of attendees are provided as Enclosures 1 and 2.

The staff and applicant discussed the changes to the EP which occurred with Revision 10 (current version) and received clarification and background infor-mation concerning these changes. Enclosure 3 identifies the substantive changes effected by Revision 10.

The applicant informed the staff that it may be difficult to conduct a full-scale exercise for record prior to CPSES Unit i licensing, as the State of Texas only has openings during April. July and November 1989 in which to participate in nuclear plant exercises. The South Texas plant is currently scheduled to conduct tneir full-participation exercise in April 1989, leavi>J July and Novemoer 1989 as possible datas for CPSES. Because a full-participation 2xercise demonstrating both on-site and off-site emergency capability is required within two years before a plant receives a full-power license, the steff may need to work with the Federal Emergency Managonent Agency to ensure that this require-rnent is met.

The regional staff will conduct a or.e or two-week on-site emergency preparedness acpraisal within approximately 4 months of the scheduled full-participation exercise to allow the applicant time to effect correctiva actions should sucn a need be identified.
