Minutes of Allegation Rcview Cosaittee (ARC) Meeting Held July 21, 1988 The twelfth seating of the ARC was held 7/21/88 by telephone. The telephone discussion took placs witn Phil McKee and George Gower at OWFN and Bob Warnick at the site. The allegations listed on attachcent 1 - e discussed as well as other satters related to the prog.ess and status of ot.

The f ollowing notes briefly docuser.t the sigiificant cecisions made and actions taken.

Sty 6Liggett'gol 0$P-88-A-00$0 Former ERASCO Jaployee alleged that procedural violations h4d occured while he wa1 employedt he said he was harassed and intialdated and finally he walked off the job.
He has filed a complaint with DOL.
Decision saJe to have Warnick folloa-up on the alleger's technical complaints decision to request 01 investigation is pending further revasw of the facts of the case.
SP-88-A-0051 Two former QC inspectors (civill reported, upon leaving the site after being laid off, that no one wts available to 10 QC inspections in the area nhere they worked. There were alleged implications of r aci al problems.
The OSP staff person advised them of f
their rights under 00L trovisions.
It was all6ged that another QC inspector at the site may have 'something on TUEC' and for OSP to check nie out.
They were informed that a check will es made of the person's quellitcations.
The OSP st4ff person that recetved the allegation was informed that no response was expected.
Warnick was to follow up on the technical aspects of the allegation and report the findings in an NRC IR.

The allegations were nct substantiated OSP-98-A-0021 Alleged cover-up of technical concerns; status was given on the results of an analysis made to deterattie if issues in the case warranted a request for 01 tnvestigation.
There is still difficulty in proceeding with this cast because of unsettled clains for confidentiality. It appears. that sost, if not all, of the technical concerns have been addressed oy the staff at one time or another.
