SUMMARY
OF MEETING ON JUNE 14, 1988 -
RADIATION PROTECTION ORGANIZATION FOR COMANCHE PEAK On June 14, 1988, the staff met with representatives of TV Electric, lead applicant for CPSES Units I and 2, to discuss the Comanche Peak radiation protection organization and in particular, the qualifications of the designated "radiation protection manager" (RPM). The meeting notice, agenda, and list of attendees are provided in Enclosures 1, 2, and 3.
During review of FSAR Amendment 59 and subsequent amendments 60, 62, ad 64, the staff noted that the RPM candidate does not appear to meet the qualifi-cation criteria of NRC Regulatory Guide 1.8, Revision 1-R (May 1977),
"Personnel Selection and Training." In a letter dated March 10, 1988, the staff requested information regarding how the RPM candidate would obtain the necessary formal training and profescional radiation protection experience in order to eventually meet the criteria of Regulatory Guide 1.8 (RG 1.8). The staff also requested TU Electric to provide a resume of qualifications for a RG 1.8-qualified RPM who could fill the RPM position until such time as the candidate proposec' in the FSAR is determined to be qualified. TV Electric responded to the staff's request for additional information (RAI) on May 13, 1988, detailing the RPM candidate's education and experience and evaluating those qualifications based on RG 1.8 guidance. TU Electric's stated position was that the candidate currently meets the criteria of RG 1.8.
In its opening remarks, the staff adelsed TV Electric that after review of the May 13, 1988 response to tne staff's RAI, it still felt that the RPM candidate does not meet the RG 1.8 qualification criterin. The staff explained that this issue was important to resolve since the staff considers the RPM position very important to plant operation. The staff stated that the purpose of the meeting was to give TV Electric an opportunity to explain their posttion, and requested TV Electric to address why it feels the candic' ate satisfies the RG 1.8 criteria.
TV Electric familiarized the staff with its oroanizational structure, concen-trating on the details of the Radiation Protection organization, including the numbers and general qualifications of the entire staff. The rest of TU Electric's presentation focused on each of the RG 1.8 qualification statements and how it believed the RPM candidate met each statement. Although the candidate has been serving as the RPM at Comanche Peak for 2 years, the staff believes that those 2 years as the RPM has not provided adequate experience in applied radiation protection work dealing with the types of radiological problems encountered in an operating nuclear power plant.
The staff advised TV Electric that it would be acceptable if the Comanche Peak radiation protection organization include an individual who meets the RPM qualification criteria of RG 1.8 and who is also responsible for:
- 1. directing the day-to-day radiation protection activities
- 2. reviewing and approving procedures
- 3. participation in Station Operations Review Comittee (SORC) review activities TV Electric agreed to reevaluate their position and advise the staff whether it intends to make organizational changes in response to the staff's c.oncerns.
In the interim, NRC will formally respond to TV Electric's May 13, 1988 letter, reiterating the staff's position.
