Division of Water Resources i CN-029 Trenton, NJ 08625 Dear Mr. Caporale NEW JERSEY POLLUTANT DISCHARGE ELIMINATION SYSTEM DISCHARGE MONITORING REPORTS SALEM GENERATING STATION P E R MI T NO. NJ0005622 Attached is the D i s c ha'r g e Monitoring Report for Salem Generating Station containing the information as required in Permit No.

NJ0005622 for the month of June, 1986. )

f' '; This report is required by and prepared specifically for the

( ,,) En vi ronme nt al Protection Agency ( EP A) and the New Jersey Department of Environmental Protection ( NJDEP) . It presents only the observed results of measurements and analyses required to be performed by the above agencies. The choice of the measurement d e vi c e s and analytical methods is controlled by EPA and NJDEP, not by the company, and there are limitations on the accuracy of such measurement devices and analytical techniques even when used and maintained as required. Accordingly, this report is not intended as an assertion that any instrument has measured, or an5 reading or analytical result represents, the true value with I absolute accuracy, nor is it an endorsement of the suitability of I any analytical or measurement procedure.

Exclusion explanations are included on additional pages.

Very truly yours, N

DMR NO. EXPLANATION 4

487, 489 TSS/ COD - Overloading of #2 [

j oil-water skimmer appears to j contribute to TSS in addition  ;

to tidal nature of sample j locations. Skimmer is l scheduled for cleaning in July i 1986 and additional sample l locations are under l l evaluation. ,

I  !

l 87A BOD Loadino - Maximum flow l l occurred on day of sampling I 4

which caused upset. ,

483, 484 COD /TSS - Cause of high value f

attributed to poor sample. ,

t 5 NJPDES Report 7/21/86 7'Np Explanation of Deviations June, 1986 (s-)

The following explanations are included to clarify possible deviations from. permit conditions.

General - The columns labeled, "No. Ex.", on the enclosed DMR, tabulate the number of daily discharge values outside

! the indicated li mi t s.

Data reporting and accuracy reflect the working

! environment, the design capabilities and reliability of

{ the monitoring instruments and operating equipment.

t All reported concentrations are based on daily j discharge values.

\

) Total residual chlorine is performed once per eight hours of chlorination unless otherwise indicated.

Analytical values which are less than detect, able are i reported as zero unless otherwise indicated. N/A j indicates no chlorination occurred during the report i period.

l (m i

N/

) Analytical results for all parameters other than p H, temperature, TSS and TRC are provided by Century Laboratories ( NJDEP certi fication 08153) .

l l

48C - Clarifier - Effluent pH is reported for informational

! purposes only.

l 487,489 - Measurements are obtained when sample acquisition proto j cols are met. No means is currently available for flow l monitoring at these locations.

l l 482,485 - Samples are normally unobtainable due to ongoing entrainment studies and the resultant equipment  ;

configuration. Since all chemical treatments of or i discharges to the circulating water system are common l

with at least one other discharge, those values are j assumed to be identical for all parameters.

i l

481-486 - Chlorination of the circulation water system normally does not occur except as otherwise noted. Service l water system chlorination is normally continuous and ts i monitored on the circulating water system outfall due i to the inability to sample service water effluent i directly.

J

/j Chlorination of both systems will be indicated by j ( ,/ results reported for both and represents their combined affect upon the circulating water outfall.
