Gentlemen:

This refers to the physical protection inspection conducted

by J. L. Belanger of this office on January 15-16, 1976, of

activities authorized by NRC License No. R-108 and to the

discussion of the inspection findings with Messrs. O. Anders

and R. Kolat of your staff at the conclusion of the inspection.

The area examined durin:; this inspection was your program

for protecting against industrial sabotage and safeguarding

special nuclear material pursuant to the applicable provi-

sions of 10 CFR Part 50, " Licensing of Production and Utili-

zation Facilities;" Part 73, " Physical Protection of Plants

\ and Materials;" and specific requirements of NRC License No.

R-108. Within this area, the inspection consisted of selective

eva=4 nations of procedures and representative records, inter-

views with personnel, and observations by the inspector.

During this inspection, it was found that certain of your

activities appear to be in noncompliance with NRC requirements.

The items and reference to the pertinent requirecients are

listed in the enclosure to this letter. i

This notice is sent to you pursuant to the provisions of

Section 2.201 of the NRC's " Rules of Practice," Fart 2, Title

10, code of Federal Regulations. Section 2.201 requires you

j submit to this office within twenty days of your receipt of

i this notice, a written statement or explanation in reply,

including: (1) corrective steps which have been taken by

you, and the results achieved; (2) corrective steps which

will be taken to avoid further items of. noncompliance and

(3) the date when full complianca will be achieved. Such a

statement or explanation should be provided for each of the ,

items listed in the enclosure and should be submitted as a '

separate enclosure to your transmittal letter.

Areas examined during this inspection concern a subject

matter which is except from disclosure according to Section

2.790 of the NRC's " Rules of Practice," Part 2, Title 10,

Code of Federal Regulations. Consequently our report of

this inspection (Report No. 050-264/76-01), the enclosure to

this letter and your response to this letter will not be

placed in the Public Document Room.

will be glad to discuss them with you.
