LICENSED OPERATOR REQUALIFICATION PROGRAM The staff of the U.S. Nuclear Regulatory Commission (NRC) has reviewed the Dow TRIGA Research Reactor Requalification Program submitted on June 2, 1987. The June 2, 1987 revision was the result of our letter to you dated January 13, 1987. Based on its review, the staff concludes that the program does not fully satisfy the revisions to 10 CFR Part 55 that became effective on May 26, 1987. Accordingly, we request that you revise the program, within 30 days of the date of this letter, to include the additional information identified in the enclosed Request for Additional Information. Following receipt of your revisions, the staff will continue its review. If you have any questions, please contact me at 301-492-8207. The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L. 96-511. Sincerely. b i i f Enclosure Request for Additional Information DOW TRIGA RESEARCH REACTOR REQUALIFICATION PROGRAM l
Background
In letters of November 14, 1986, February 9, 1987, and June 2, 1987, The Dow . Chemical Company submitted revisions to the Dow TRIGA Research Reactor Requalification Program. The program snd revisions were submitted in response to Renewal of Operating License R-108 and the staff's letter of January 13, 1987. During the above period, revisions to 10 CFR 55, " Operators' Licenses" was published in the Federal Register on March 25, 1987 (52 FR 9453) and j became effective on May 26, 1987. Information concerning revisions to 10 CFR 55 was transmitted to licensees in Generic Letter No. 87-07 dated March 19, 1987. Additional guidance will be contained in NUREG-1262, " Answers to 1 l Questions at Public Meetings Regarding Interpretation of Title 10, Code of l Federal Regulations, Part 55 on Operators' Licenses." I L Revisions to 10 CFR 55 Dow Chemical must make an independent evaluation of the current requalifi-cationprogramasrequiredby655.59(c)(7). In addition, since the condition of licenses in $55.53(e) and (f) have been modified, the program must also consider these revisions. As part of $55.59(c)(3), "On-the-Job Training," the program must include periodic reactivity manipulations applicable to the Dow l facility. Dow may elect to use ANSI /ANS 15.4-1977 (N-380) " Selection and Training of Personnel for Research Reactors" as alternative criteria for j several segments of the program. Continued support for ANS 15.4 is contained in " Summary of Public Comments and Final Actions" contained in SECY-86-348 and Generic Letter No. 87-07. ~ ~ i f-l ..}}
