LICENSED OPERATOR REQUALIFICATION PROGRAM In your application for renewal of the Operating License No. R-108 for the Dow Chemical Company Research Reactor, you submitted the licensed operator requalification program as required by 10 CFR 50.33 and 50.34. During our review process, we noted that several conditions contained in our letter of August 20, 1974, which approved the original program, were not included in the submittal. We recommend the following actions prior to your resubmittal of the j

program:

a)

Include the two conditions contained in the August 20, 1974, letter (see Enclosure 1).

b)

As contained in our letter of December 13, 1985, review the recualification program guidance contained in ANSI /ANS 15.4-1977.

ANSI /ANS 15.4-1977 guidance is acceptable for research reactors as supported by Generic Letter 83-12A (see Enclosures 2 and 3).

We discussed the above process with you on January 5, 1987. You are requested to resubmit your program within 30 days of the date of this letter.

Pending receipt of the program, we will continue to review your application for license renewal.
