APPENDIX A NOTICE OF VIOLATION Duquesne Light Company Docket ro. 50-334 Beaver Valley Power Station, Unit 1 Licens< No. DPR-66 As a. result of the inspection conducted on October 6-10, 1986, and in accor-dance with the " General Statement of Policy for NRC Enforcement Actions," 10 CFR 2, Appendix C, (Enforcement Policy), the violation was identified:

10 CFR 50, Appendix B, Criterion V, states in part that activities affecting quality shall be prescribed by documented instructions, procedures, or drawings.

The Duquesne Light Company Accident Prevention Manual requires that, when working on or testing the station batteries, metal watches, rings, necklaces, belt buckles, etc. should be removed for safety of personnel and to protect the batteries.

Contrary to the above, as of October 10, 1986, requirements of the Accident Prevention Manual to protect the safety-related battery system were inadequately presc'ibed in that Maintenante Surveillance Procedure (MSP) 39.02-for a test of Battery No. 2 did not include appropriate precautions or limitations and resulted in a technician working near the battery while wearing a metal watch, a metal necklace, a group of metal keys, and a metal belt.

This is a Severity Level V violation. (Supplement I)

Pursuant to the provisions of 10 CFR 2.201, Duquesne Light Company, is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
