NOTICE OF VIOLATION Duquesne Light Company Docket Nos . 50-334 & 50-412 '

Beaver Valley Power Station, Units 1 & Unit 2 License Nos. DPR-66 & NPF-73 As a result of the inspection conducted on June 1 - July 15,1988, and in l accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the folicwing violation was identified.

Title 10 CFR Part 50, Appendix B, requires that activities affecting

quality shall be prescribed by documented instructions, procedures or l drawings, of a type appropriate to the circumstances and shall be accom- ,

plished in accordance with these instructions, procedures or drawings. i Unit 1 specification document BVS-3001 and Unit 2 specification document 2BV-931 implement the applicable cable installation and separation requirements.

4 The following examples of inadequate cable separation were identified:

A. Unit 1 4

1. BVS-3001, Section 1 (General), requires ' that where exposed I i

cables of redundant circuits leave trays to enter sleeves,- they {

, shall be grouped by each color and each group shall have at  !

least six inches minimum between outer periphary of the group ,

of exposed cables. '

  • ., t Appendix A 2 B. Unit 2 2BV-931, Appendix M (Electrical Color Separation of Cables and Raceways) requires that the minimum separation distance between. redundant Class 1E cables / raceways and non-Class IE cables / raceways in the Cable Spreading Areas be three feet vertically.

Contrary to the above, redundant Class-1E cables in conduit line 2CC94000M and tray 2TC403P did not meet the three feet minimum separation distance from non-Class IE cable 2NNSANC457.

This is a Severity Level IV Violation (Supplement 1).

Pursuant to the . provisions of 10 CFR 2.201, Duquesne Light Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective. steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; 7 and (3) the date when full ccmpliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
