DUKE POWER COMPANY RESPONSE TO VIOLATION '

413, 414/87-37-01 License Condition C(8)(a) requires the licensee to maintain in effect all provisions of the approved fire protection program as described in the Final Safety Analysis Report for the facility through Revision 11 and as approved in the SER through Supplement 4.

- SER Supplement 3 statos that four members cf the fire brigade are members of the security force. They are trained for fire fighting and are designated on the shift roster as Fire Brigade Members at the beginning of each shift.

Section 5.6 of the Catawba Fire Protection Program station Directive 2.12.2 states the requirements of completion of quarterly requalification training and an annual medical examination to remain qualified as a Fire Brigade member.

Contrary to the above, the licensee's Fire Protection Prcgram was not implemented, in that, not all security force personnel assigne, duty as fire brigade members in the Security Journal during the months of September and October 1987 had received the requalification training or <nnual physical examination as required to remain qualified as fire brigade members.

RESPONSE

1. ADMISSION OP_DF';IAL OF VIOLATION Duke Po.ter e.:apany admits the violation
2. , REASONS FOR VIOLATION IF ADMITTED An adninistrative deficiency was identified when it was determined that two security officers were logged incorrectly in the Security Journal as Fire Erigade members without having the required requalification training. In both instances these officers had immediately notified their Lieutenants of the error. The Lieutenants reassigned the Fire Brigade duties to qualified Security officers but did not update the Security Journal.

In another instance,,a Security of ficer was assigned Five Brigade duties without having completed the required physical examination. The officer's supervision had not received formal notification from Corporate Medical which would have been documented in the officer's file.

3. CORRECTIVE ACTIONS TAKEN AND RESULTS ACHIEVED 4
a. Individuals that were not qualified Fire Brigade members were removed from the Fire Brigade log.
b. All Security Journals for the months of September and October 1987 were reviewed to determine that adequate Fire Brigade members were available during that time period. In all instances during this period . adequate Fire Bri.gade members were present and.available to respond,
c. Corporate MJdical sent formal notification to Security and Safety of the Fire Brigade member that was disqualified because of medical clearance.
d. Security has issued a memo to all Security officers to advise them to notify their Lieutenent immediately if they are assigned as Fire Brigade members and they know they are not qualified, prior to assuming the duties.
e. An uplated list of qualified Fire Brigade members has been distributed to each of the Security Lieutenents and has been placed in the Post Cert!.fication Log Book.
f. During our internal review of qualified fire brigade members we found a 4

Fire Brigade captain that had an expired physical exam date. This individual was immediately removed as an active Fire Brigade member.

4. CORRECTIVE ACTIONS TO BE TAKEN TO AVOID FURTHER VIOLATIONS
a. A computerized program has been developed which documents and tracks training, drills and physical exam dates on all Fire Brigade members to provide Administrative control.
b. An updated listing of qualified Fire Brigade members will be sent to the appropriate Supervisors by the Safety Section on a periodic basis.
c. If a Fire Brigade member is disqualified for Medical reasons the employee's Supervisor and the Safety Section will be notified by phone immediately by Corporate Medical with a follow-up memo.
d. If a Fire Brigade member is disqualified for lack of training or drills the employee's Supervisor will be notified immediately by the Safety Section.
5. DATE OF FULL COMPLIANCE Duke Power Company will be in full compliance by January 1, 1988.
