Dear Mr. McGaha:

By letter dated October 3,1997, Entergy Operations, Inc. (EOl) submitted a response to the NRC request for additional information dated May 12,1997, related to the cable ampacity due to application of Thermo-Lag fire barrier for River Bend Station, Unit 1. EOl stated that the Thermo-Lag 330-1 fire barriers installed at the facility for Appendix R related electrical circuits will be removed from service and the subject cables were evaluated for age related degradation through the measurement of cable indentation. The results of our review are documented in the enclosed Safety Evaluation (Enclosure 1) and the Sandia N'ational Laboratory (SNL) report, "A Review of The 10/3/97 Entergy River Bend Ampacity Derating RAI Response," dated January 20,1998, (Enclosure 2).

We have reviewed the EOl submittal and conclude that there are no ampacity derating issues as identified in Generic Letter 92-08 for River Bend Station. We have further concluded that the thermal model as currently implemented is not acceptable for ampacity assessments. Given that the fire barriers have been removed from the applicable electrical raceways and field observation indicate no signs of age related cable degradation, the thermal model is not necessary for issue .9 solution. Due to the issues raised during this review, the subject safety evaluation (Enclosure 1) may be used in followup inspection. This completes our action under TAC No. MA2242.
