This preliminary notification constitutes EARLV notice of an event of .

POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation _

and is basically all that is known by IE staff on this date.

Facility: Consumers Power Company, Palisades (DN 50-255),

Covert, MI

LOSS OF 0FFSITE POWER ,

At 6:52 a.m on September 24, 1977, while.. operating at full power, the facility suffered a loss of all offsite power when a lightning strike in j the switch yard caused a loss of a vital power bus. The loss of this '

bus caused a loss of power to the cooling towers and startup power  !

transformer. A subsequent loss of vacuum in the main condenser due to i the loss of cooling tower flow caused a turbine / reactor trip leaving the l facility without normal power. The diesel generators started automati-cally and provided power to the safety related equipment which functioned properly. Power was restored at 11:37 a.m. on September 24, 1977.

No damage to the reactor or safety related equipment occurred. No radioactive releases were associated with the event. The licensee did report some damage to some secondary system equipment (feedwater/ condensate systems) due to water hammer caused by the loss of circulating water and i various secondary system pumps. No water hammer occurred in safety related systems.

I The licensee is completing repairs to the secondary system and expects startup on September 26, 1977. -

The State of Michigan has been notified. At this time f.he licensee cloes ,

, not plan to issue a' press release. No publicity is expected.

RIII (Chicago) Resident Inspector received notification of this occurrence on September 24, 1977, at 11:30 a.m. from the Plant Maintenance Supervisor.
