Dear Mr. Oracr:

This refers to the inspection conducted by Messrs. Z4 Falevits,

T. Tella and F. Brush of this office on October 26 through

November 17, 1992. The inspection included a review of

authorized activities for your Formi 2 Nuclear Power Station. At -

the conclusion of the inspection, the findings were discussed

with those members of your staff identified in the enclosed

report.

Areas examined during the inspection are identified in the

report. These areas consisted primarily of a review of the-

implementation of the Fermi Power Uprate Program, and the review

of a concern regarding Fermi's instrumentation calibration

program. Within these areas, the inspection consisted of a

selective examination of the power uprate modification packages,

calculations, surveillance and calibration procedures, quality

assurance audit reports, work observations and interviews with

plant personnel.

No violations of NRC requirements were identified during the

course o' this inspection. However, two unresolved items were

identified in the report pertaining to inadequate review of

safety related procedures and inadequate implementation of a

procedure to trend the performance of safety related instruments,

which consistently faile/ to meet the as-found acceptance

criteria. We request that you provide a written response within

30 days of the date of this letter that addresses each of these

unresolved items. In your response, you should document the

result of your review of these items and any specific actions

taken. After reviewing your response to these items, the NRC

will determine whether additional inspection or enforcement

action is necessary to ensure compliance with NRC regulatory

requirements.

In accordance with 10 CFR 2.790 of the Commission's regulations,

a copy of this letter, the enclosed inspection report, and your

response (s) to this letter will be placed in the NRC Public

Document Room.
