TRAINING AND QUAllFICATION EFFECTIVENESS INSPECTION PROGRAM This is to advise you of a special inspection initiative that is being performed at operating reactors. It will include an inspection to be performed at your Harris site. The initiative is entitled the " Training and Qualification Effectiveness Program".

The purpose of the inspection is to ensure that the training and cualification of Harris Nuclear Power Plant personnel are developed, implementec, evaluated, documented, and maintained as required by 10 CFR 50.120 and 10 CFR 55, and to evaluate the effectiveness of the program by which Harris Nuclear Power Plant controls active and inactive licenses.

This inspection is a team inspection. The inspection team is expected to include seven individuals: one team leader, one training and assessment specialist, and five. subject matter experts. The inspection is e,cheduled for March 1-5, 1993. The team leader for this inspection will be Mr. L. L. Lawyer from Region 11. Mr. Lawyer will contact members of your staff in the near future to discuss the details of the inspection, if you have any questions in the interim regarding the inspection program, we will be pleased to discuss them with you.
