ENCLOSURE 1 NOTICE OF VIOLATION Omaha Public Power District Docket No.: 50-285 Fort Calhoun Station License No.: DPR-40 l EA 97-196 During an NRC inspection conducted on May 4 through June 14,1997, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:

Technical Specification 5.8.1 states, in part, that written procedures and administrative policies shall be established, implemented, and maintained that meet or exceed the minimum requirements of Regulatory Guide 1.33. 1 Regulatory Guide 1.33, Appendix A, Section 9.a, states, in part, that maintenance that can affect the performance of safety-related equipment shall be performed in accordance with written procedures or documented instructions appropriate to the circumstances.

Standing Order SO-M-101, " Maintenance Work Control," Step 4.9.2, states the maintenance craft personnel are responsible for performing the assigned maintenance in accordance with the maintenance work document and station procedure.

Step 6.16.4 of Maintenance Procedure MM-RR-CCW-0001, " Inspection and Overhaul of Component Cooling Water Pumps," Revision 1, required maintenance personnel to install flingers during the reassembly of the component cooling water pump in October 1996.

Contrary to the above, on January 22,1997, the inspectors identified that maintenance failed to install the flinger on the outboard (thrust) bearing as required by procedure while reassembling the component cooling water pump in October 1996.

This is a Severity Level IV violation (Supplement 1)(285/97010-02).

The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence, and the date when full compliance will be achieved is already adequately addressed and will be appropriately docketed by this report. However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position. In that case, or if you choose to i respond, clearly mark your response as a " Reply to a Notice of Violation" and send it to the

Because your response will be placed in the NRC Public Document Room (PDR), to the extent possible, it should not include any personal privacy, proprietary, or safeguards information so that it can be placed in the PDR without redaction. However, if you find it necessary to include such information, you should clearly indicate the specific information that you desire not to be placed in the PDR, and provide the legal basis to support your request for withholding the information from the public.
