ENCLOSURE 1 NOTICE OF VIOLATION I

i Omaha Public Power District Docket No.: 50-285 i Fort Calhoun Station License No.: DPR-40 During an NRC inspection conducted on April 12 through May 23,1998, one violation of NRC requirements was identi0ed. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below- .

i 10 CFR Part 50, Appendix B, Criterion V, states, in part, that activities affecting quality shall be prescribed by documented instructions, procedures, or drawings of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.

Contrary to the above on April 2,1998, it was determined that the licensee did not have an adequate procedure for performing an activity that affected quality. Specifically, Procedure OP-3A, " Plant Shutdown," Revision 19, directed operators to use pressurizer steam space temperature indication to monitor plant cooldown when, in fact, pressurizer liquid space temperature should have been utilized. This resulted in operations personnel allowing reactor coolant system pressure to decrease below the minimum required pressure for maintaining net positive suction head for the operating reactor coolant pump.

This is a Severity Level IV violation (Supplement 1) (50-285/9809- 01).

Pursuant to the provisions of 10 CFR 2.201, Omaha Public Power District is hereby required to l submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: j Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Adrainistrator, Region IV,611 Ryan Plaza Drive, Suite 400, Arlington, Texas 76011, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a ,

" Reply to a Notice of Violation" and should include for each violation. (1) the reason for the l violation, or, if contested, the basis for disputing the violation or severity level, (2) the corrective ,

steps that have been taken and the results achieved, (3) the corrective steps that will be taken to i avoid further violations, and (4) the date when full compliance will be achieved. Your response may reference or include previous docketed correspondence, if the correspondence adequately addresses the required response. If an adequate reply is not received within the time specified in this Notice, an order or a Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response

. time.

If you contest this enforcement action, you should also provide a copy of your response to the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.
