l APPENDIX A NOTICE OF VIOLATION

. Omaha Public Power District Docket:

50-285 Fort Calhoun Station Operating License: DPR-40 During an NRC inspection conducted January 30 through-February 3,1989, a.

violation of NRC requirements was identified. The violation involved inadequate design control, including the verification and checking of design calculations regarding a pipe support on the safety injection system.

In accordance with the " General Statement of Policy (and Procedure for NRC.1988), the vio Enforcement Actions," 10 CFR Part 2, Appendix C below:

Criterion III of Appendix B to 10 CFR Part 50 and the licensee's approved quality assurance program description reouires that design control measures shall provide for verifying or checking the adequacy of design, such as the performance of design reviews, by the use of alternate or simplified calculations.

Contrary to the above, a design discrepancy involving the use of an incorrect dimension in Calculation FC 02923 regarding the maximum moment for Pipe Support SIS-8,'was not identified due to the inadequate

-design control measures.

-This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, Omaha Public Power District is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:

(1) the reason for the violation if admitted, (2)thecorrectivestepswhichhavebeentakenandtheresultsachieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
