l During an NRC inspection conducted on May 1-31, 1989, two violations of NRC requirements were identified.
The violations involved the failure to institute j
a fire watch patrol and the failure to designate succession of. authority.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violations are listed below:

A.
Failure to Provide a Fire Watch Patrol l
I Technical Specification 2.19(7) states, in part, that all penetration fire barriers protecting safety-related areas shall be functional (intact).
With a penetration barrier nonfunctional, verify the operability of fire detectors on at least one side of the penetration and establish an hourly fire watch patrol.
Contrary to the abeve, the licensee had not established a fire watch patrol on March 21, 1989, for all nonfunctional penetration fire barriers (fire doors).
The doors had been installed with a 3/4-inch unprotected hole on one side of the door frame, thus making the door potentially nonfunctional.
This is a Severity Level IV violation.

B.
Failure to Designate Succession of Authority Technical Specification 5.1.1 states, in part, that the Manager, Fort l
Calhoun Station shall delegate, in writing, the succession to this l
responsibility during his absence.
Contrary to the above, the delegation of responsibility, in writing, had not been issued to identify the succession of authority.
This is a Severity Level IV violation..(Supplement I) (285/8922-03)
Pursuant to the provisions of 10 CFR Part 2.201, the Omaha Public Power District is hereby required to submit, for Violation A, to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each. violation:
(1) the reason for the violation if admitted, (2) the corrective steps that have been taken and the results achieved, (3)>the correcti.ve steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending.the response time.
