Some months ago, Mr. Tom Carpenter of the Government Accountability Project

(" GAP") wrote you concerning the action being taken by the Nuclear Regula-tory Commission ("NRC") regarding a major investigation of drug abuse among Comanche Peak workers.

Soon af ye inquired about what action the NRC was taking regarding the hpes4ttofrof NRC M84-01840~(copy attached).

To date, we have received no effective response. Please rerpond to our inquiries as soon as possible.

Conducted standard interview with various people who have had various allegations made against them...

Mr. Hayes asked if. these estos were transcribed? Mr. Andrews replied "no".

If more than one independent source has given us their name, we are asking them'to submit to polygraph exam--only five questions: .

1. Have they s'een drugs used on site?
2. Have they used drugs on site?
3. Have they offered or sold drugs on site?

4. Have they reported to work after using drugs? -
5. Have you purchased drugs on site?

r fio, we are not getting urine fests.

Fifty percent of people are making admissions--fifty percent decline polygraph exam leave voluntary.

In the state of Texas, we have very liberal polygraph laws. You can terminate the employee for declining to take the polygraph exam...

We have 25 or 26 terminations--some people just walked in and resigned.

A couple of supervisors were terminated. ~*

The word is getting around the site.

This is in response to your letter to me dated June 9,1984, regarding the termination of a number of employees at the Comanche Peak Nuclear Power Plant I

for alleged involvement with controlled substances, fr.cluding the sale of narcotics. This office was advised by Texas Utilities Electric Company (TVECO) on June 5,1984, that they were investigating allegations concerning the illegal use of drugs on site. As a result of their investigation TUECO, on June 15, 1984, prepared a generic Non-Conformance Report (NCR).

With the issuance of the NCR, TUECO and Brown & Root (B&R) will be required to evaluate the safety significance of work activities performed by the people who were either discharged or resigned as a result of their involvement with controlled substances. On June 29, 1984, the Nuclear Regulatory Commission (NRC) staff met with TUECO officials to discuss the status of their investigation and their program for satisfactory disposition of the NCR. Following TUECO's disposition and close out of the NCR, I intend to thoroughly review and evaluate their findings and disposition. At the conclusion of our inspection, I will be pleased to provide you a copy of our findings.
