MIDLAND ENERGY CENTER PROJECT DOCKET WOS 50-329 AND 50-330 CORE FLOOD LINE FAILURE FILE: 0.4.9.96 SERIAL: 31792 It was determined that B&W had a modeling error in the reactor pressure vessel (RPV) connection to the RPV pedestal / primary shield wall, resulting in greater stiffness and underrrediction of RPV motions as a consequence of two (2) LOCA breaks.

B&W determined that there is no safety consequence or overstressing of NSSS components. However, the core flood line piping supports (Bechtel supplied) could be overstressed. A Bechtel Safety Concern Evaluation Report was initiated on May 18, 1984, to address this situation. After a brief initial review, Bechtel determined that overstressing could occur in the pipe supports.

-In line with our policy to report safety concerns if after 10 working days we do-not have complete confidence that the safety evaluation will result in determining that no safety concern exists, Consumers declared this item potentially reportable and informed the NRC, by telephone, on June 6,1984.

Bechtel has completed a review of the supports for Unit 2 and concluded no safety problem exists, but Unit I had not been analyzed. Even though Consumers also expects Unit 1 to not be a safety concern, there are sufficient differences between the units such that this can be definitely stated.

During a July 5, 1984 telecon with the NRC, Consumers retracted the potentially reportable condition on Un L 2 and requested a two week extension, to July 20, 1984, to retract the condition on Unit 1 or provide a written 30 day' report.

Consumers has decided to declare this item potentially reportable for Unit

1. Due to the status of construction of Unit 1, Consumers will not pursue I this issue until such time that a decision for continuance of Unit I construction is made.

No commitment is made in this letter for further reports. Final disposition of this subject and other open 50.55(e) items needs to be addressed as a separate issue.
