SUBJECT:

SUMMARY

OF MARCH 31, 2004, MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) AND INDIANA MICHIGAN POWER COMPANY (I&M) CONCERNING SCOPING AND SCREENING OF STRUCTURES AND COMPONENTS USED IN DEVELOPING THE LICENSE RENEWAL APPLICATION FOR DONALD C. COOK NUCLEAR PLANT, UNITS 1 AND 2 The U.S. Nuclear Regulatory Commission staff (the staff) and a representative of Indiana Michigan Power Company (the applicant) held a meeting at NRC headquarters on March 31, 2004, to discuss the scoping and screening methodology used in developing the Donald C. Cook Nuclear Plant (Cook) license renewal application (LRA). The meeting was used to clarify whether or not the Cook boundary drawings that had been submitted with the LRA to aid the staff in their review of the application identified components that are subject to an aging management review (AMR), which is a subset of components within the scope of license renewal. The staff questioned the applicant as to whether or not the submitted license renewal drawings depict the boundaries for components within the scope of license renewal in accordance with Title 10 of the Code of Federal Regulation Part 54.4 (10 CFR). The applicant demonstrated its electronic database of components within the scope of license renewal to aid in the clarification.

The staff informed the applicant that providing a description of system scoping evaluation boundaries in relation to passive mechanical components that are within the scope of license renewal for 10 CFR 54.4(a)(1) and (a)(3) but not subject to an AMR would facilitate the staffs review. Also, the staff informed the applicant that describing the methodology used to identify mechanical component types that are non-safety related but are within the scope of license renewal, the location and systems containing these mechanical component types would facilitate the staffs review. The applicant agreed to furnish the requested information to the staff.

This was a Category 1 public meeting. Enclosure 1 provides a list of the meetings participants.

The applicant has had an opportunity to review and comment on this summary.
