SUMMARY
OF MARCH 19, 2021, WITH INDIANA MICHIGAN POWER COMPANY REGARDING CONTAINMENT WATER LEVEL CHANNELS FOR DONALD C. COOK NUCLEAR PLANT, UNIT NOS. 1 AND 2 (EPID L-2021-LRM-0033)
On March 19, 2021, a Category I public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (I&M, the licensee) via teleconference. The purpose of the meeting was to discuss planned license amendment requests (LARs) for the Donald C. Cook Nuclear Plant, Unit Nos. 1 and 2 (CNP),
related to identifying a third channel for the Containment Water Level Function in Technical Specification (TS) 3.3.3., Post Accident Monitoring (PAM) Instrumentation. The meeting notice and agenda dated March 8, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21077A100 and I&Ms meeting handout is available at ADAMS Accession No. ML21077A010. A list of attendees is enclosed.
The licensee indicated that potential license amendments would be needed to identify a third channel for the Containment Water Level Function in TS 3.3.3. The third channel would be comprised of a combination of existing Containment Sump level indication and Containment water level switches. The potential LAR would most likely be permanent change to the licensing bases. The licensee indicated that both Unit 1 and 2 currently have one of the channels inoperable. Historically, repairs schedules can have a very long lead time and at times cannot be performed while operating. As such, meeting the 7-day shutdown Action statement for TS 3.3.3. would currently be a challenge.
I&M currently plans to submit the LAR request soon.
No members of the public participated in the meeting. No regulatory decisions were made at this meeting.
