SUMMARY

OF JANUARY 11, 2022, MEETING WITH INDIANA MICHIGAN POWER COMPANY TO DISCUSS PLANNED FINAL RESPONSE TO GENERIC LETTER 2004-02 FOR DONALD C. COOK NUCLEAR PLANT, UNIT NOS. 1 AND 2 (EPID L-2021-LRM-0123)

On January 11, 2022, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (I&M, the licensee) via webinar. The purpose of this meeting was for I&M to provide information on a planned response to Generic Letter (GL) 2004-02, Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML042360586) request for the Donald C. Cook Nuclear Plant, Unit Nos. 1 and 2 (CNP).

The meeting notice and agenda dated November 22, 2021, are available at ADAMS Accession No. ML21357A033. A list of attendees is enclosed.

The licensee presented information (ADAMS Accession No. ML22006A348) regarding its forthcoming response concerning GL 2004-02. The presentation included an overview of the licensees approach and indicated, in part, that:

The response follows the industry template created in PWROG [Pressurized-Water Reactor Owners Group]-16073-P, Revision 0, TSTF [Technical Specifications Task Force]-567 Implementation Guidance, Evaluation of In-Vessel Debris Effects, Submittal Template for Final Response to Generic Letter 2004-02 and FSAR Changes, February 2020.

The licensee will be using closure option 2 - deterministic evaluation with methods outlined in WCAP-17788 Comprehensive Analysis and Test Program for GSI [Generic Safety Issue]-191 Closure (PA-SEE-1090) (ADAMS Accession No. ML20010F181).

The evaluation uses the clean plant criteria to calculate debris load.

The licensee stated that it expects to submit the GL 2004-02 response in January 2022.

The NRC staff did not make any regulatory decisions or commitments at the meeting. One member of the public participated in the meeting but did not have any questions or comments.
