SUMMARY

OF FEBRUARY 15, 2018, MEETING WITH INDIANA MICHIGAN POWER COMPANY REGARDING DONALD C. COOK NUCLEAR PLANT, UNIT NOS. 1 AND 2 (EPID L-2018-LRM-0008)

On February 15, 2018, a Category I public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (l&M, the licensee) via teleconference. This meeting was open to members of the public. No regulatory decisions were made at this meeting.

The purpose of the meeting was to discuss a planned license amendment request (LAR) for Donald C. Cook Nuclear Plant (CNP), Unit Nos. 1 and 2. The licensee intends to submit a request for deviation from the National Fire Protection Association Standard 805 (NFPA-805) regarding currently installed flexible metal conduit. The meeting notice and agenda, dated February 1, 2018, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18032A164. A list of attendees is provided as Enclosure 1.

The NRC staff approved the licensee's request to transition the fire protection program to a risk-informed, performance-based program based on NFPA-805 by letter dated October 24, 2013 (ADAMS Accession No. ML13140A398). The licensee stated that they have identified instances where such conduit was used in lengths greater than previously committed to in their transition to NFPA-805 or in applications other than to connect components. Specifically, NFPA-805 states that flexible metal conduits shall only be used in short lengths to connect components.

The licensee stated that the application would explain why the currently installed conduit should be considered acceptable and clarified that they would follow accepted industry standards such as NFPA Standard 70: National Electric Code.

The staff provided some information on specific aspects that would aid in the review of the LAR.

This includes:

• Clearly stating the deviation from NFPA-805.

• Clearly stating why the deviation is reasonable and acceptable.

• Adequate information so the NRC staff can conclude that safety margins and defense-in-depth are not affected.

The licensee indicated that it would submit the LAR by mid-March 2018.

The public was invited to listen to the meeting and was given an opportunity to communicate

with the NRC after the business portion, but before the meeting was adjourned. Members of the public were present and did not provide comments to the NRC staff.
