SUMMARY

OF APRIL 14, 2015, MEETING WITH INDIANA MICHIGAN POWER COMPANY REGARDING DONALD C. COOK NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. MF5882 and MF5883)

On April 14, 2015, a Category I public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (l&M, the licensee). This meeting was open to members of the public. No regulatory decisions were made at this meeting.

The purpose of the meeting was to discuss a planned license amendment request for Donald C.

Cook Nuclear Plant (CNP), Units 1 and 2. The licensee plans to submit a request to adopt Technical Specifications Task Force (TSTF) Standard Technical Specifications Change Traveler TSTF-425, Revision 3, "Relocate Surveillance Frequencies to Licensee Control - Risk Informed Technical Specifications Task Force (RITSTF) Initiative 5b." TSTF-425 is publicly-available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML090850642. The proposed change would relocate most time-based surveillance frequencies to a licensee-controlled program, called the Surveillance Frequency Control Program (SFCP), and add the SFCP to the administrative controls section of the technical specifications (TSs). The meeting notice, agenda, and handouts are available at ADAMS Accession No. ML15105A181. A list of meeting attendees is provided as Enclosure 1.

The licensee presented information regarding its plan to submit a TSTF-425 license amendment request in July 2015, and to request approval by July 2016 in order to support the 2016 Unit 2 refueling outage. l&M discussed taking credit for Westinghouse SHIELD Passive Thermal Shutdown Seals for Reactor Coolant Pumps in their probabilistic risk assessment (PRA) model.

The PRA model for the SHIELD seals will be based on Pressurized Water Reactor Owners Group (PWROG)-14401-NP, Revision 1, "PRA Model for the Generation Ill Westinghouse Shutdown Seal," dated July 2014. The NRC staff noted that the licensee should discuss planned modifications that are incorporated into the PRA model, as well as permanent plant changes that could impact the TSTF-425 application that have not yet been incorporated into the PRA model.

The full-scope Internal Events PRA peer review for l&M's PRA model is expected to be completed in July 2015. The licensee confirmed that this peer review would be against the latest endorsed PRA standard and Regulatory Guide (RG) 1.200, Revision 2 (ADAMS Accession No. ML090410014), and that this would be documented in their submittal. l&M plans to submit the results of this review to the NRC as a supplement to the license amendment request in August 2015. The NRC staff stated that they should be able to accept the application and begin the technical review as long as the necessary PRA technical adequacy documentation is provided, and recognized that the supplement may supersede some of that information. The staff also asked the licensee if the supplement will include the licensee's

evaluation of the peer review Fact and Observation findings and their impact on the application.

The licensee stated that their submittal would include this information.

l&M stated that it intends to use Nuclear Energy Institute 04-10, Revision 1, "Risk-Informed Technical Specifications Initiative 5b, Risk-Informed Method for Control of Surveillance Frequencies" (ADAMS Accession No. ML071360456), and RG 1.200, Revision 1 (ADAMS Accession No. ML070240001), as the technical bases for the request to adopt TSTF-425. The NRC staff explained that their review would be performed using RG 1.200, Revision 2. The licensee asked if the NRC staff expected revised TS bases pages to be submitted with the amendment application. The NRC staff told the licensee that, though not required, the revised TS bases pages would be helpful in their review of the application. The staff also reminded the licensee that there are four categories of Surveillance Frequencies that cannot be relocated to the SFCP, as described in Section 2.0, "Proposed Change," of TSTF-425, Revision 3.
