SUMMARY

OF MARCH 20, 2017, MEETING WITH INDIANA MICHIGAN POWER COMPANY REGARDING DONALD C. COOK NUCLEAR PLANT, UNIT NOS. 1AND2 (CAC NOS. MF9360 and MF9361)

On March 20, 2017, a Category I public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (l&M, the licensee) via teleconference. This meeting was open to members of the public. No regulatory decisions were made at this meeting.

The purpose of the meeting was to discuss planned license amendment requests (LARs) for Donald C. Cook Nuclear Plant (CNP), Unit Nos. 1 and 2. The licensee intends to submit requests for approval for minor changes to its fire protection plan. The meeting notice and agenda, dated March 8, 2017, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17067A515. A list of attendees is provided as Enclosure 1.

The licensee presented information regarding its plan to submit two LARs in May 2017, and to request approval within the normal NRC review timeline. l&M briefly discussed the purpose of the LARs. l&M's fire protection plan is based on the requirements of National Fire Protection Association (NFPA) 805, "Performance-Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants." The first LAR would request approval for wiring above suspended ceilings in several locations throughout CNP. The requirements for wiring above suspended ceilings are located in NFPA 805, Seeton 3.3.5.1. The second LAR would request approval for the use of thin wall metallic tubing (EMT) throughout the plant power block. The requirements for the use of EMT are located in NFPA 805, Section 3.3.5.2.

The NRC staff stated that several other licensees have requested, and the NRC has recently approved, several similar requests related to Sections 3.3.5.1 and 3.3.5.2 of NFPA 805. The NRC staff recommended that the licensee review these example requests and the associated NRC safety evaluations (SEs). The NRC staff suggested that in the LARs, the licensee should focus on the discussions of defense-in-depth.

The licensee indicated that it would submit two separate LARs for the two requests. The NRC staff suggested that the two requests could be combined into one LAR, which would make the NRC review more efficient. The licensee stated that it would submit one LAR containing the two requests.
