SUMMARY

OF DECEMBER 12, 2019, MEETING WITH INDIANA MICHIGAN POWER COMPANY REGARDING DONALD C. COOK NUCLEAR PLANT, UNIT NOS. 1 AND 2 (EPID L-2019-LLA-0147)

On December 12, 2019, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (the licensee) via teleconference. This meeting was open to members of the public. No regulatory decisions were made at this meeting.

The purpose of the meeting was to discuss a license amendment request (LAR) that the NRC staff is reviewing for Donald C. Cook Nuclear Plant (CNP), Units Nos. 1 and 2. The LAR requests deletion of the surveillance requirement related to the diesel generator (DG) load test resistor banks. The meeting notice and agenda, dated November 29, 2019, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19333B809. A list of attendees is provided as Enclosure 1.

The NRC staff queried the licensee on the content of the LAR dated June 27, 2019 (ADAMS Accession No. ML191840470). Specifically, Enclosure 2, page 6, of the LAR states that DG governor and voltage regulator tuning which previously used a load test resistor bank to apply a load to the DG is now conducted by applying selected plant ESF [engineered safety feature]

loads to the DG via a T bus and 600 volt bus that are isolated from other power supplies and loads. The NRC staff asked the licensee how the governor and voltage regulator tuning activities would be performed if the amendment were approved. The licensee clarified that the amendment request was to delete a surveillance requirement that was only relevant when the DGs were tested using the load test resistor banks which is no longer used. The licensee stated that existing plant procedures are in place to accomplish the governor and voltage regulator tuning activities.
