SUMMARY

OF NOVEMBER 7, 2022, MEETING WITH INDIANA MICHIGAN POWER COMPANY REGARDING NEUTRON FLUX INSTRUMENTATION FOR DONALD C. COOK NUCLEAR PLANT, UNIT NOS. 1 AND 2 (EPID L-2022-LRM-0089)

On November 7, 2022, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (I&M, the licensee) via webinar. The purpose of the meeting was to discuss planned license amendment requests (LARs) for the Donald C. Cook Nuclear Plant (CNP), Unit Nos. 1 and 2, related to removing Neutron Flux Instrumentation from Technical Specification (TS) 3.3.3., Post Accident Monitoring (PAM) Instrumentation. The meeting notice and agenda dated October 28, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22301A039. The I&Ms meeting handout dated November 7, 2022 is available at ML22307A004. A list of attendees is enclosed.

The licensee indicated that currently one of the two channels required at CNP, Unit 2, is unable to meet environmental qualification requirements. Though the channel is otherwise fully functional, the vendor was not available to support repairing or replacement during the recent refueling outage. TS 3.3.3 requires that should the remaining channel become inoperable, the licensee would be required to restore at least one channel within 7 days. The vendor has indicated that it is reducing all its support for Gamma-Metrics instrumentation by the end of 2024. The potential license amendments would reclassify the Neutron Flux PAM function to Category 3, as defined in Regulatory Guide (RG) 1.97, Criteria for Accident Monitoring Instrumentation for Nuclear Power Plants. This would eliminate the need for environmental qualification requirements. Additionally, the amendments would remove the Neutron Flux function from TS Table 3.3.3-1.

I&M currently plans to submit the LAR request soon.

No members of the public participated in the meeting. No regulatory decisions were made at this meeting.
